The Office of Audit and Investigations (OAI) reports to the Administrator and is responsible for internal audit and investigations services to UNDP and its affiliated entities.

The Social and Environmental Compliance Unit (SECU) is located in OAI and is UNDP's social and environmental compliance review mechanism, conducting independent investigations to ensure UNDP adheres to its own social and environmental standards and procedures, in particular the Social and Environmental Standards (SES).

SECU responds to complaints that UNDP may not be meeting its social and environmental commitments. UNDP established the Social and Environmental Compliance Unit (SECU) to ensure accountability to individuals and communities.

SECU ensures compliance with the following commitments:
  • UNDP's Social and Environmental Standards (SES);
  • The Social and Environmental Screening Procedure (SESP);
  • Social and environmental commitments made by the UNDP in other policies;
  • Social and environmental commitments made by UNDP in the context of a specific funding programme or project.
Position Purpose

The purpose of the Compliance Analyst position will be to support SECU in its case and special project activities, including research and analysis for its cases (intake/analysis/drafting/editing/field activity/monitoring), and internal (UNDP) knowledge building, assisting in longer term projects such as SECU's proactive model and advisory function, assisting in the streamlining and formalization of certain SECU functions, administrative support such as coordinating logistics/translations/editing, legal or policy analysis, outreach initiatives, and any other tasks that come to the SECU team in furtherance of its mandate.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Duties and Responsibilities
  1. Effective management of Casework
    • Conducts research and writing related to SECU's cases.
    • Handles intake, processing, evidence gathering/analysis, and other tasks connected to potential and eligible SECU cases.
    • Works with the monitoring of SECU's cases.
    • Plans and conducts research and analysis of information pertaining to SECU Compliance Review cases to contribute to their completion in the form of memos and contributions to reports, guidelines, and papers.
    • Generate records for knowledge sharing and institutional memory, contribute to the organizational tasks of SECU.
    • Participate in field missions, either outreach events and/or evidence-gathering missions, depending on case load, linguistic skills, and needs.
  2. Compliance review of Special Projects
    • Responsible in updating and running SECU's proactive investigations model, a risk-based model that identifies relevant country and project-level risks to identify projects suitable for SECU to proactively investigate for social and environmental non-compliance.
    • Facilitates in coordination, research, analysis, drafting and evidence-gathering for SECU's advisory function.
    • Responsible in tracking and coordinating SECU cases in monitoring, including intake, organization, review, and analysis of new evidence.
    • Facilitates and participates in communications/outreach efforts, including creating newsletters, web designs, event planning/execution, and other communications outputs in the form of web pages, outreach campaigns, regular newsletters to stakeholders, etc;
    • Facilitates communications among SECU, OAI and individuals, including through coordinating weekly update conference calls and liaising with case stakeholders.
    • Contributes to the SECU reporting requirements, such as annual reports, statistics, and analysis.
    • Contributes to the development of the SECU website and other electronic/printed resources.
    • Execute or coordinate translation of documents/interpret meetings as needed, based on language skills, into and from English.
  3. Perform Other Tasks
    • Contributes to the ongoing development of professional practices within OAI.
    • Participates in the implementation of his/her personal learning and training development plan.
    • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Education:
  • Advanced university degree (master's degree or equivalent) in Law, Human Rights, Anthropology, Economics, International Development, or related field is required.
OR
  • A first-level university degree (bachelor's degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
  • A minimum of two (2) years (with master's degree) or 4 years (with bachelor's degree) of relevant working experience in human rights, environmental sustainability, safeguards, independent oversight functions at international organizations, anthropology, or related field, is required.
  • Experience in evaluation, corporate social responsibility, social & environmental compliance/investigations, social & environmental safeguards, or similar is required.
  • Working experience with an independent social and environmental accountability mechanism or similar, is highly desirable.
  • Working experience with independent investigations, is highly desirable.
  • Working experience with human rights, environmental protection, gender equality, indigenous people's rights, labor law/policy, pollution prevention, and/or FPIC (free prior informed consent), is highly desirable.
  • Demonstrated research, writing, coordinating, communications, and organizational skills is an asset.
  • Fluency in English is required. Working knowledge of another UN language is an asset.
