The primary purpose of this position is to plan, direct, organize, and exercise control over employees assigned to the Contracts Element of the Engineering Flight.

Serves as Acting Engineering Flight Chief during flight chief's absence.

Responsibilities Plans, organizes, and directs the activities of the Contracts Element, ensuring that work requirements comply with legal and regulatory requirements and meet customer needs.

Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represent the 673d Wing and 673d Civil Engineer Squadron with a variety of installation and functional area organizations.

Directs design, construction and timely execution of projects involving up to thirteen different funded programs with projects ranging from simple projects at less than $100K to highly complex facilities worth over $30M.

Reviews and recommends approval of construction plans, specifications, cost estimates, design calculations, construction schedules, contract cost change orders, engineering studies, and environmental assessments for all projects done by contract on the installation other than SABER.

Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Series 0801.


BASIC REQUIREMENT:

Degree:
Engineering.

To be acceptable, the program must:
(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR COMBINATION OF EDUCATION AND EXPERIENCE:

College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

SPECIALIZED EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.

Examples of specialized experience includes researching, interpreting, analyzing, and applying guidelines, policies, regulations, etc., applicable to work requirements.

Establishes policies and procedures for accomplishment of design and construction activities peculiar to the arctic environment such as snow loads, permafrost conditions, energy management, architectural standards, flooding, wetlands and other environmental consideration, and seismic requirements.

Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate.

Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives.

Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS)

POSITIONS:
Merit promotion applicants must meet applicable timein-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.

TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Professional knowledge of a broad range of architectural, mechanical, electrical, and civil engineering concepts, principles and practices, with a general familiarity of planning and programming principles and guidelines.

Position requires a Bachelor's degree or higher in engineering or architecture from an accredited college or university, and also requires incumbent to be registered with the professional accredited activity in one of the 50 states or territories.

Knowledge of health, safety, environmental and security regulations, practices, and procedures; ability to plan, organize, and direct the functions and staff of a medium sized organization.

Ability to communicate effectively, both orally and in writing; knowledge of design requirements unique to an arctic and seismic environment.

4.

Knowledge of a broad range of engineering and construction standards, methods, practices, techniques, materials and equipment to determine compliance with federal, state, and local codes and regulations.

5. Knowledge of a broad range of contracting regulations, practices, and procedures. 6.

Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.


PART-TIME OR UNPAID EXPERIENCE:
Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.


VOLUNTEER WORK EXPERIENCE:
