Job Description:


As the Human Resources Director for Operations, Employee Relations, and Compliance, you will play a crucial role in ensuring the smooth functioning of our organization's workforce while upholding our commitment to quality care and compliance with relevant regulations.

Reporting directly to the Chief Human Resources Officer (CHRO), you will be responsible for overseeing various aspects of human resources management, including employee relations, operational efficiency, community partnerships, licensure compliance, investigations, unemployment, claims management, and partnership with corporate compliance.


Key Responsibilities:

Employee Relations Management:
Develop, implement, and oversee strategies to foster positive employee relations and a s supportive work environment.

Serve as a trusted advisor to management and employees on HR-related matters, including conflict resolution, performance management, corrective action, and development.

Oversee the development, implementation, and review of policies and procedures to ensure fair and equitable treatment of all employees.
Develop and implement strategies to foster a positive work environment and promote employee engagement and satisfaction.

Conduct and oversee investigations into employee complaints or allegations of misconduct and ensure appropriate resolution in compliance with organizational policies and applicable laws.

Manage and track unemployment claims. Create and implement a process within HR to participate in unemployment hearings. Track wins v. losses and create strategies to address our losses.

Operational Oversight:


Collaborate with department heads and senior management to develop and implement HR policies and procedures that align with organizational goals and objectives.

Provide guidance and support to department managers on HR-related matters, including recruitment, performance management, and employee development.
Identify opportunities for process improvement and efficiency gains within the HR function and across the organization.

Corporate Compliance and Legal Partnership:
Collaborate with the corporate compliance team to ensure alignment between HR policies and procedures and corporate compliance standards.
Provide support and assistance in the development and implementation of compliance training programs for employees.
Assist in investigations related to compliance issues and ensure timely resolution and reporting in accordance with regulatory requirements.
Conduct regular audits and assessments to identify areas of non-compliance and implement corrective action plans as needed.
Serve as the primary point of contact for legal matters related to HR, including employment litigation and regulatory investigations.
Ensure compliance with federal, state, and local employment laws and regulations across all out of state locations.

Legal Compliance and Subpoena Management:


Ensure compliance with licensure requirements and regulations governing the organization's operations, including monitoring of licensure status for employees and facilities.

Serve as the liaison with regulatory agencies and accrediting bodies, responding to inquiries, facilitating audits, and overseeing the renewal process for licenses and certifications.

Stay abreast of relevant federal, state, and local employment laws and regulations affecting the organization.
Coordinate responses to subpoenas and legal requests related to employee records, ensuring compliance with confidentiality and privacy laws.
Partner with legal counsel, as needed, to address complex legal issues and mitigate risks to the organization.

Personnel Policies and Procedures:
Develop and maintain comprehensive personnel policies and procedures in accordance with legal requirements, industry best practices, and organizational needs.
Communicate policies and procedures to employees and ensure understanding and compliance through training and dissemination of information.

  • Strategic Leadership
Partner with senior leadership to develop and execute HR strategies aligned with organizational goals and objectives.
Provide guidance and support to department managers on HR-related initiatives, including organizational restructuring, workforce planning, and succession planning.
Lead and mentor the HR team to ensure high performance and professional development.

Review and analyze data to develop strategic recommendations, propose organizational changes, and influence the cultivation of a healthy work environment.

Qualifications
Bachelor's degree in Human Resources, Business Administration, or a related field; Master's degree preferred.

Minimum of 8 years of progressively responsible experience in human resources management, with at least 3 years in a leadership or managerial role.

Extensive knowledge of employment law, regulatory requirements, and best practices related to HR management in a healthcare or behavioral health setting.

Strong interpersonal and communication skills, with the ability to effectively collaborate with diverse stakeholders at all levels of the organization.

Demonstrated experience in employee relations, conflict resolution, and performance management.
Proven track record of implementing process improvements and driving operational excellence.
HR certification (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP) preferred.
Experience working with electronic HRIS systems.
