The senior attorney is a thought leader within the Office of the Chief Counsel and the Bureau which means the incumbent has a detailed and sophisticated knowledge and understanding of Bureau authorities and operations as well as relevant industry standards and trends. The incumbent regularly meets with Bureau executives and policy officials and proposes sophisticated, innovative, and credible solutions that address legal issues and proactively includes, whenever appropriate, advisory business-line guidance, input, or suggestions to further the mission and effectiveness of the Bureau.

As an Attorney Advisor (General) (Senior Attorney), you will:
- Assignments may be in any area within the scope of the activities of the Office of the Chief Counsel. The incumbent's principal duties may include:
- Research applicable law, including statutes, regulations, legislative histories, administrative guidance, case law, and other authorities.
- Provide legal counsel to Bureau officials and clients on program area and administrative law matters. Act as legal counsel to the management of major operating programs of the Bureau.
- Brief Bureau leadership (and frequently Departmental leadership) on legal options to meet desired policy goals regarding Bureau compliance with the law, requests from the Hill, other federal agencies, and the public.
- Represent the Bureau in meetings and formal and informal negotiations with Federal agencies and third-party private sector entities and other stakeholders. Draft and negotiate governing agreements or documents with these entities, which, in addition to other Federal agencies, may involve fiscal and financial agents, contractors, other stakeholders, and their counsel.
- Research and write legal opinions and guidance in various formats, including electronic client correspondence, formal and informal memoranda of law, or notes. Also advise clients on research findings by oral communication, either informally or by formal presentation.

The experience may have been gained in either the public, private sector or . One year of experience refers to full-time work; part-time work is considered on a prorated basis. For the GS-15, you must have at least six years of experience as a practicing attorney with at least 2 years of that experience at the GS-14 or equivalent level.

Examples of this experience could include:
  • Experience with Federal debt collection laws, including but not limited to the Debt Collection Improvement Act of 1996, the Fair Credit Reporting Act of 1970, the Fair Debt Collection Practices Act, and the Federal Claims Collection Standards. OR
  • Experience thinking strategically and communicating clearly about legal and other operational risk, leading tasks, and accepting new tasks and responsibilities as such. OR
  • Experience drafting or revising organizational policies, based upon continuing review of case law, appropriate legislation, and regulatory, implementation, to minimize organizational legal risk; OR
  • Experience working with a legal office's leadership to help organizational management officials think strategically about practices and postures to improve litigation outcomes, including thinking outside the box to obtain improved outcomes. OR
  • Experience carrying out significant negotiations on behalf of clients, focusing on customer service.

In addition to the qualification requirements identified above, in accordance with Treasury's Department-wide policy on employment in the excepted service, eighteen months of time-in-grade is required prior to being placed into a Treasury position at the next higher grade level, if the attorney worked in the Federal government within the previous 52 weeks.How You Will Be Evaluated
