Position Title: Chief Campus Counsel, Office of General Counsel
Overview: The Chief Campus Counsel serves as a principal legal advisor within the SUNY Office of General Counsel (OGC), specifically tasked with representing the University at Buffalo (UB).
This high-level role encompasses comprehensive oversight of all legal matters pertinent to UB, reporting directly to the SUNY general counsel, with the University at Buffalo president as the primary client for legal affairs. The Chief Campus Counsel collaborates closely with the president's chief of staff, vice presidents, and senior administrative personnel to ensure effective management of legal issues and the provision of legal services.
Administrative Responsibilities: The Chief Campus Counsel is charged with the immediate administrative oversight of the University at Buffalo counsel's office, which includes supervising associate and assistant counsels, paralegals, and administrative staff, as well as delegating legal tasks. Located within the Office of the President, this role also entails managing the office budget and recommending the engagement of external legal counsel for specific matters as necessary.
Legal Responsibilities to Campus Clients: As the lead attorney for the campus, the Chief Campus Counsel is responsible for delivering legal services to the campus administration across all legal issues impacting the institution's management and operations by:
- Exhibiting expertise in legal areas relevant to U.S. higher education and the campus;
- Effectively representing clients' legal interests;
- Conducting thorough and pertinent legal research to assist clients;
- Providing well-founded legal advice and counsel on a diverse range of issues;
- Drafting legal documents that are clear, persuasive, and backed by solid legal authority;
- Ensuring timely completion of legal work for clients;
- Maintaining positive relationships with campus stakeholders and communicating effectively;
- Upholding the highest standards of professionalism and ethics;
- Demonstrating a commitment to ongoing professional development and service;
- Keeping clients informed about changes in laws and regulations affecting UB's and SUNY's legal interests;
- Proactively identifying institutional risks and proposing strategies to mitigate them.
The Chief Campus Counsel addresses a wide array of issues related to the functioning of a large public research university, including but not limited to: governance by SUNY (Board of Trustees and UB Council), human resources, labor relations, health policy and regulations, discrimination, contracts, student agreements, student discipline, internal investigations, compliance, policy development, legislation, research, export control, audits, and litigation (collaborating with the NYS attorney general or retained counsel).
SUNY OGC Responsibilities: This position reports directly to the SUNY OGC. Additionally, the Chief Campus Counsel will collaborate with other members of the SUNY OGC to ensure consistent legal service delivery, including participation in OGC staff meetings and training sessions. The Chief Campus Counsel also works closely with legal counsel for affiliated organizations within the SUNY and University at Buffalo governance framework.
Minimum Qualifications: The role necessitates strong critical thinking and strategic skills; exceptional legal analysis and reasoning abilities; a proactive approach to problem-solving; teamwork capabilities; meticulous attention to detail; outstanding oral and written communication skills, including negotiation proficiency; strong organizational skills; the capacity to manage multiple priorities in a dynamic environment; and the ability to identify, articulate, and resolve complex legal issues while providing clear and effective advice. The Chief Campus Counsel must demonstrate initiative and independent judgment, along with strong interpersonal skills and a diplomatic, approachable demeanor towards internal clients and external parties.
Additional Qualifications:
- J.D. degree from an ABA accredited law school
- Admission in good standing to the New York State Bar (or eligibility for immediate admission)
- Managerial experience

- Experience in higher education, particularly within an academic medical center
