Purpose of Position

To provide oversight of the business and financial functions and support the strategic goals of the Odegard School.

To direct and lead the Fiscal Affair department, to provide accounting, budgeting and analytical services to the Dean and departments within the John D. Odegard School of Aerospace Sciences.

This position serves as an integral member of the Odegard School’s leadership team.

Duties & Responsibilities
  • Leadership, Strategy, Management:
    • Develop goals and strategies related to financial management in alignment with Odegard School’s strategic goals.
    • Maintain effective communication with the Dean, keeping the Dean informed of critical issues and concerns.
    • Interpret University policies and regulations for State & Federal agencies as required.
    • Coordinate business activities with various University departments of Accounting, Auditing, Budget, Business Office, Grants & Contracts, Plant Services, Purchasing, VP for Finance & Operations, and the College’s supervisory unit: The Office of the Vice President for Academic Affairs.
    • Develop and recommend implementation of efficient methods, procedures or systems to enhance the fiscal functions of the College.
    • Interpret and explain existing or new fiscal policies or procedures to subordinates and colleagues.
  • Financial Analysis, Budgeting and Reporting:
    • Direct and oversee the budget process for all departments, divisions and/or auxiliaries of the College in compliance with University guidelines for approval by the Dean.
    • Provide guidance and assistance to departments, divisions and/or auxiliary administrators with assessing budget requirements concerning personnel, general operating expenses, equipment, capital improvements or other budgetary requirements including grants and contracts, recharge centers, bookstore, appropriated and local funds.
    • Prepare monthly and quarterly college financial reports. Analyze and report on financial variance and trends and comparison with UND’s Budget Model.
    • Monitor the overall revenue and approximately $66M in direct expenses of the college including appropriated, local, and grant funding as well as recharge centers.
    • Perform or direct financial analysis to seek enhancements to revenue or opportunities to more effectively utilize college resources, which could result in reduction of expenditures.
    • Monitor fiscal activities of the college for compliance to budgetary goals. Identify and report irregular financial conditions to the Dean and Associate Vice President for Finance.
    • Provide guidance, review and approve the development of training rates and recharge center rates
    • Analyze trends, and perform or direct financial analysis to impact short- and long-term financial plans.
  • Financial and Business Leadership:
    • Supervise and direct exempt and non-exempt personnel within the division in conducting the fiscal and business activities of the College.
    • Direct supervision, training and responsibility for staff assignment to the Division of Fiscal Affairs.
    • Work collaboratively with university central finance departments and professionals on all matters impacting general ledger, student finance, and budget.
    • Promote a culture of customer service and process improvement.
    • Ensure fiscal staff receive appropriate training and professional development.
    • Assist and advise the Dean on financial issues which presently or potentially affect the College.
    • Prepare financial reports for presentation by the Dean to administrators or the general public.
    • Special assignments as requested by the Dean or as appointed by administrators of the institution.
    • Other Assignments or advisory capacities as directed by the Dean.
    • Direct and supervise all accounting and accounting control measures to ensure the timely and accurate reporting of all financial transactions of the college.
    • Initiate and implement consistent accounting principles in accordance with generally accepted accounting principles and adherence to established University policy and procedures.
  • Fiscal Liaison:
    • Function as the liaison to the related UND department including the VP for Finance, AVP for Finance, or other designated institutional personnel, Procurement, Facilities, etc.
    • Work collaboratively with the university central finance professionals to ensure compliance with all policies, procedures, and university best practices.
    • Coordinate financial contract provisions with the institution and the sponsoring contracting agencies.
    • Maintain current knowledge on Federal, State and University regulations and policies with respect to financial management. Provide input on policies as applicable.
    • Maintain relationship with the College’s vendors, suppliers, general public, UND Aerospace Foundation, and contracting agencies to affect positive and ethical business relationships.

Minimum Requirements
  • Bachelor’s Degree in Accounting, Finance or Data Analytics or other related field
  • 5 years senior level experience in accounting, finance or data analysis.
  • Experience in fund accounting and financial reporting with multiple operational units or accounting departments.
  • Experience in complex budget preparation and financial management, annual budgets, and resource planning
  • Supervisory experience, including performance evaluations, training and mentorship.
  • Experience using Microsoft Office software including Word and Excel applications including advanced knowledge of data analysis functions of Excel with ability to generate a management summary of data.
  • Successful completion of a Criminal History Background Check

Preferred Qualifications
  • CPA and/or Master’s Degree in Accounting, Business, Finance or other relevant degree or working toward this goal.
  • Experience in higher education, preferably in ND or another public institution or university system.
  • Experience working with collegiate aviation or flight training programs.
  • Experience with North Dakota University System and UND accounting, budgeting and facilities policies & procedures.
  • Experience with PeopleSoft Finance and Human Resource Management System Software.
  • Experience with Jaggaer or procure to pay system.
  • Experience with Aviation Management Information System (AIMS) database and software.
