The N253 Department manages the United States Central Command (USCENTCOM), United States Southern Command (USSOUTHCOM), and the Joint Staff work programs under the N250 Division for Joint Staff and Combatant Commands. We are seeking a technically deep and operationally oriented Systems Engineer to provide technical leadership for a dynamic and impactful work program to meet the challenges of our USSOUTHCOM sponsor. The candidate will be responsible for and have oversight of the technical integrity and quality of one of our Tasks and the associated products & deliverables, the technical team conducting the work, and will partner with and support the Project Lead for strategic work-shaping and sponsor relationships.We are seeking a “thought-leader” with leadership experience, a critical thinker with deep technical skills, and a demonstrated track record of fostering, promoting and/or fielding innovative ideas and solutions for sponsors. Job Description:

We are looking for energetic and talented people to join our team in Miami Florida supporting USSOUTHCOM. This person will provide Systems Engineering support to the SOUTHCOM C4S Director (J6).The candidate will work with the J6 Directorate and staff and lead a MITRE team to develop technical deliverables for the sponsor in areas of: CCMD Enterprise C4 systems, cyber operations, mission partner environment, cybersecurity and data-centricity.

Roles & Responsibilities:

The candidate will be required to contribute to and shape the MITRE USSOUTHCOM J6 Task, guiding and implementing strategic and operational command, control, communications, and computers (C4) and Cybersecurity capabilities and initiatives.The selected candidate will work closely with military and civilian personnel across the Command and leverage existing knowledge of cybersecurity, DoD digital modernization (may include Mission Engineering and Artificial Intelligence/Machine Learning (AI/ML)), Combined Joint All Domain Command and Control (CJADC2), and C4 initiatives to lead the development and implementation of processes and technology within USSOUTHCOM. Successful candidates will have detailed knowledge of relevant policies, processes, technical systems, and COCOM processes required for the integration and execution of strategic and operational-level recommendations and solutions.

Additionally, the selected candidate must also demonstrate the ability to work closely with military and civilian personnel across USSOUTHCOM operations, intelligence, communications, cybersecurity, analysis/assessments, and data/technology to document operational requirements, develop/identify relevant concepts or emerging technologies, and create advanced solutions to address USSOUTHCOM mission challenges.Fostering collaboration between USSOUTHCOM Directorates (e.g., J8, J3 and J6) is a key factor for the success of this task.Finally, the selected candidate must also be able to work collaboratively with the local MITRE team, other MITRE DoD projects, as well as MITRE subject matter experts (SME), demonstrating strong teamwork, cooperation, and cross-sponsor problem solving.

The selected candidate will:

  • Develop data-driven deliverables and recommendations. Ability to develop and deliver high quality products for the sponsor. Define and guide capability advocacy, exercise, and integration planning in the context of mission-driven, theater-level needs for both US Department of Defense and Partner Nations. Engage with US DoD Sponsors, and partner nations and apply systems engineering best practices to develop a detailed understanding of their operational challenges and requirements to inform operational plans and course of action evaluation. Enable users to understand technical implementation specifics in terms of operational capabilities and limitations for mission execution. Conduct analysis of alternatives between multiple technical approaches and develop actionable courses of action. Understand and communicate best practices and recommendations into time-phased implementation plans and roadmaps.
  • Interpersonal Skills. Provide and support team leadership by partnering closely with both senior military leaders and action officers to identify operational and engineering challenges, potential solutions, and communicate project goals and impacts clearly and effectively.
  • Collaboration. Work within a team environment that leverages a robust network of MITRE and other professional connections to engage and collaborate with engineers and planners, subject matter experts, various USSOUTHCOM Directorates and defense acquisition professionals.
  • Senior Sponsor Experience. Comfortably and respectfully engage with senior military leaders and engineers, as well as commercial executives and managers while maintaining appropriate strategic FFRDC partnership relationship. Responsible for communicating innovative concepts to senior sponsors.
  • Flexibility. Be able to modify and alter course as the environment and sponsor priorities shift. Understand the power of reach-back and be an effective conduit to bring the talent forward to execute at the right time.
  • Be recognized as expert in technical fields critical to the department’s work program and directly contributes to high-impact solutions.
  • In close coordination with the Department Group Leaders and Project Leaders, ensure the technical strength of our teams, the technical integrity and quality of our products and deliverables, and establish partnerships or develop lab & infrastructure environments to support the Work Program.
  • Be responsible for the Tasks’ delivery of innovative high-impact / high-quality solutions for sponsor’s critical mission problems.
  • Bring the company to bear―MITRE Labs, the MITRE Innovation Program (MIP), and Scalable Platform Solutions―to drive innovation – in support of sponsors’ missions and priorities.

Basic Qualifications:

  • Typically, 5 years of related experience with a Bachelor’s degree in Engineering (Mechanical, Electrical, Aerospace), Physics, Statistics, Mathematics or related fields; or 3 years and a Master’s degree; or a PhD with relevant experience who can immediately contribute at this job step; or equivalent combination of related education and work experience.
  • Active Top Secret/SCI
  • Demonstrate technical depth and leadership in fields applicable to Combatant Commands, Service Components, and Intelligence.
  • Proven ability to lead, nurture and develop technical talent and teams.
  • Possess the ability to define complex projects or programs, via the Mission Value Chain (MVC) and Good Growth Strategy.
  • Leadership Presence: Communicates in a compelling fashion across the organization (oral and written); inspires trust through vision for the program and the work environment they create; a demonstrated leader MITRE people want to follow.
  • Understanding of Combatant Commands, Service Components, and Combat Support Agencies organizational constructs, priorities, and missions.
  • Familiarity with the DoD organization and missions, the role of the Joint Staff, Combatant Commands, and Military Service Components, operational environments, threats, and complexities.
  • Prior experience with US Department of Defense systems of systems integration
  • Effective and influential oral communications skills
  • Strong written communications skills
  • This position has an on-site requirement of 5 days a week.

Preferred Qualifications:

  • 8 years of related experience with a Bachelor’s degree in Engineering (Mechanical, Electrical, Aerospace), Physics, Statistics, Mathematics or related fields; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience.
  • Five years’ experience in military Command and Control, Communications and Computers (C4)
  • Demonstrated experience with MITRE project management processes, capabilities, and associated tools.
  • Flexible, self-starter, “comfortable in discomfort”
  • Proven capability for strategic planning and ability to provide actionable plans to government sponsors.

  • Current knowledge of emerging technology being adopted into DoD programs
  • Prior experience with any of the COCOMs systems and missions.
