R&DE STUDENT HOUSING OPERATIONS:

The R&DE Student Housing Operations division is comprised of Graduate Housing, Undergraduate Housing, and R&DE Student Housing Assignments. The mission of R&DE Student Housing Operations (SHO) is to assign and provide students and guests a clean, well-maintained, safe, sustainable, and comfortable home in a residential environment that optimizes opportunities for academic enrichment and personal growth. R&DE SHO provides a welcoming home where students and other residents feel comfortable, safe, and secure. A home that supports community building, engagement, and academic success.

This role is designated as essential and requires incumbents to report to work onsite. Telecommuting is not available for this role.

JOB PURPOSE:

Oversee and manage assigned area, including staff engaged in facilities management, as well as occasional oversight of custodial services and/or building/equipment maintenance.

Under the direction of the Assistant Director, Graduate Housing Operations, the Off-Campus Operations Manager (OOM) will have primary responsibility for the maintenance and general repair of assigned buildings in R&DE’s Off-campus Subsidized Housing (OCH) program, and he/she will serve local liaison to several property managers, as well as to other Residential & Dining Enterprises (R&DE) division staff, Residential Education (ResEd) or Graduate Life (GLO) staff.

The OOM will work as part of a team of Housing Building Managers (HBMs) and occasionally will assume responsibilities for the daily up-keep, maintenance, general repair, custodial operations, field supervision, and safety and security of R&DE Student Housing Operations (SHO) buildings assigned to others in an interim capacity.During these interims, the OOM may also serve as the local liaison to other Residential & Dining Enterprises (R&DE) division staff, Residential Education (ResEd) or Graduate Life (GLO) staff on behalf of an HBM.

Supervision and Staffing:

·Supervise Non-exempt and temporary staff. Responsible for selection, training, evaluating, mentoring, and holding staff accountable for performance.

·Work closely with campus departments for oversight and accountability for assigned temporary employees. Participate in temporary staff selection process.

·Conduct and oversee safety training for non-exempt and temporary staff.

·Occasionally supervise Bargaining Unit staff on behalf of HBMs.

Facility Management and Oversight:

·Provide initial and ongoing response to facility/building issues. Proactively anticipate and address potential future concerns.

Manage the day-to-day operations of OCH portfolio including inspections, oversight of building work order input and completion, acting as liaison to property managers, and advocating on behalf of residents.

Coordinate Office of Accessible Education (OAE) facility changes and modifications for students residing at apartments in the OCH portfolio.

Prepare student residences after departure to new arrival through inspections, cleaning, vendor management, work orders, and final inspections.

Assist with R&DE partners on facility refresh needs and project management.

Scheduling, and other operations necessary for success. Partner and communicate with other departments within R&DE, external departments within Stanford, and external clientele to manage resident housing needs.

Assist with the management of, and fiscal responsibility for, facility budgets for the area.

Provide prompt follow through on actionable health and safety issues.

Provide for emergency response to conditions which cause damage to facilities. This could include water, fire, or other emergency situations. Work with campus partners for any student and service relocations necessary to maintain operations.

Occasionally assume facilities oversight and custodial supervision responsibilities for on-campus HBMs.

Communication:

·Communicate and liaise with appropriate Residential Education and Graduate Life full-time and student staff regarding facility-related issues in area of responsibility. Use appropriate communication methods for requests which are urgent and timely. Follow-up with facility needs and requests presented by these stakeholders.

Interact and communicate in an effective and timely manner with students/residents through in-person, phone, or electronic media.

Partner and work collaboratively with Housing Service Center staff in the area and provide effective communication regarding occupancy, keys, day-to-day operations, room conditions, work orders, cleaning schedules, etc.

Communicate with supervisor and R&DE administration about any urgent or life- or injury-threatening conditions within facilities.

Additional Core Duties of Off-Campus Operations Manager:

·Serve on assigned committees and task forces.

Participate in professional development to stay current with the field and implement best practices.

Work with, at times lead, R&DE Student Housing programs and initiatives.

Cover and support campus colleagues as needed for back-up facility coverage.

Other duties as assigned.

Qualifications - External

MINIMUM REQUIREMENTS:

Education & Experience:

A combination of education, training and experience performing responsibilities similar to those listed above. Preferred post-secondary school education.

Knowledge, Skills and Abilities:

Demonstrated ability to utilize technology in support of facilities management (work order systems, spreadsheets, trend analysis, etc.).

Experience in working in a higher education residential academic environment preferred.

Ability to coordinate daily activities including work scheduling, quality assurance, program validation, monitoring of maintenance activities, and supervision of personnel.

Demonstrated ability to work autonomously on projects and initiatives, producing accurate results within tight timelines and with limited resources.

Demonstrated experience working with subcontractors/vendors and demonstrated ability to monitor project activities and ensure compliance with internal/external regulations.

Demonstrated experience analyzing and interpreting policies.

Knowledge of environmental and safety rules, regulations, and policies. Ability to conduct job site inspections to ensure compliance.

Ability to follow written and verbal directions and communicate those instructions to others.

Certifications and Licenses:

Must possess a valid CA driver’s license.

PHYSICAL REQUIREMENTS*:

Frequent sitting, desk-based computer tasks, lift/carry/push/pull objects that weigh up to 10 pounds, complete visual inspections of facilities.

Frequent standing/walking (including up and down stairs), twisting/bending/stooping/squatting, grasping lightly/fine manipulation, using a telephone, lifting/carrying/pushing/pulling objects that weigh up to 11-20 pounds.

Rarely kneel/crawl, climb (ladders, scaffolds, or other), reach/work above shoulders, grasp forcefully, writing by hand, sort/file paperwork or parts, lift/carry/push/pull objects that weigh >40 pounds.

Working Conditions:

Requires 24-hour response availability seven days per week for emergency situations.

May work evenings and weekends, typically during operationally peak periods and/or in response to urgent or emergency related scenarios.

As an exempt employee, respond to “after hours” and “weekend” outreach by R&DE senior leadership.

May be exposed to noise > 80dB TWA.

May work at heights 4 - 10 ft.
