JOB SUMMARY

The Senior Administrator Clinical Operations serves as the administrative leader, partnering with a financial leader in a dyad model, and is responsible for directing, planning, and organizing the overall clinical functions within the NCH Physician Group (NPG) and day-to-day operations of assigned NPG practices. This includes implementation of the NCHPG strategic vision and managing day-to-day administrative functions: non-clinical recruiting; staff on-boarding; IT management; facilities planning and management; quality and process improvement; financial reporting; budget development; oversight of coding and billing; employee training and engagement; project management; clinical research; and other managerial activities as assigned.

This position will also be integral in working with multidisciplinary teams across the healthcare system and community to lead the implementation and provide ongoing management of the Accountable Care Organization (ACO), Primary Care First, and other value-based programs. In addition, the Senior Administrator Clinical Operations will collaborate with local, regional, and national subject matter experts to foster relationships and best practices to drive success in the value-based care model and will report to the Chief Ambulatory Officer (CAO). 

ESSENTIAL DUTIES AND RESPONSIBILITIES

· Creates and executes a strategic and operational plan for all services in collaboration with the CAO of NPG.

· Primary responsibility for implementing and managing a plan to ensure high availability and high reliability IT systems to manage NPG’s clinical and administrative functions.

· Manages clinical and administrative staff identification, recruitment, and on-boarding for NPG.

· Develops and implements specific programs aimed at retaining adequate staffing levels to ensure NPG operations are productive and meet its high standards for patient engagement.

· Improves practice operations through standardization and continuous performance improvement. This includes patient-centered scheduling, registration, clinical workflow, check-out, follow-up scheduling and periodic clinical interactions as required.

· Implements clinical standards and programs, new programs and services in an efficient cost-effective manner to provide a unified approach to care delivery.

· Ensures effective implementation of clinical evidence-based practices and process improvement initiatives.

· Maintains an understanding of the financial and operational performance of NPG and supports development of financial models and ROI analysis to support strategic plan. In conjunction with the CAO and Senior Administrator Finance, develops and implements NPG’s annual budget and capital budget.

· In conjunction with the NCH Business Office, oversees NPG’s coding and billing policies, procedures, and practices. Develops and implements specific initiatives to ensure high integrity coding and billing. Resolve coding and billing issues as they may arise.

· Develops and ‘lives’ a high standard of engaging NPG providers and employees. Develops and implements specific programs aimed at taking provider and employee engagement within NPG into the top decile including a formalized career ladder, and reward and recognition programs.

· Develops organizational strategies and structure for NPG in accordance with NPG expansion efforts. Collaborate with dyad partner to establish a market strategy, service offerings, and clinical programmatic design.

· Partners with internal, community, and industry experts to identify and implement best practices to enhance quality outcomes, patient experience outcomes, and value-based care.

· Improves quality metric results and completes all data submissions for NPG metrics to Centers for Medicare and Medicaid Services (CMS) and other regulatory agencies.

· Ensures services are provided in accordance with professional, regulatory, and accrediting standards while exceeding patient experience.

· Works collaboratively with providers, leaders, and teams across the organization.

· Facilitates a culture of teamwork, collaboration, and accountability across NPG.

· Serves as a mentor for future leaders within the organization.

· Utilizes effective communication and acts as a subject matter expert for NPG.

· Performs all other tasks and special projects as assigned.

EDUCATION, EXPERIENCE AND QUALIFICATIONS

· Minimum of Master’s degree in business, healthcare administration, or related field required.

· Minimum of 5 years’ experience in medical practice management including broad responsibility for supervision of staff and for operations across multiple functional areas and geographic sites required.

· Strong experience collaborating with a health system’s facility planning and management organization to ensure practices meet the emerging needs of its provider and patients required.

· Exhibits exceptional experience in the management of practices, including a demonstrated track record of improving practice operations through standardization and continuous performance improvement. This includes patient-centered scheduling, registration, clinical workflow, check-out, follow-up scheduling and periodic clinical interactions as required.

· Experience with Accountable Care Organizations and other value-based programs required.

· Flexibility, perseverance, fortitude, and excellent written/verbal communication skills.

· Comprehensive expertise and knowledge in the arena of the service line and ability to initiate and maintain collaborative and cooperative interdisciplinary relationships.

· Strong project management, extensive knowledge of computers, information retrieval and report formatting.

· Intermediate computer knowledge: Uses Microsoft Word, Excel, Outlook, and Windows.
