Reston, United States Applied Research Associates (ARA) Full time

The Capital Area Division (CAD) of Applied Research Associates, Inc. (ARA) has an outstanding opportunity for a CWMD Plans and Exercise Specialist who is an accomplished Intelligence Specialist with experience integrating global WMD and CBRN-related threat information into substantive CWMD planning and exercise efforts. This position provides Defense, Service, and Interagency audiences with timely and accurate assessments of adversary WMD programs, strategic threats, and weapons-related S&T information that informs and enables integrated CWMD planning and exercise development. The right candidate will ensure Defense Intelligence Enterprise deliverables – including but not limited to foundational assessments, warning reports, technical briefings, and other analytic documents – are used effectively throughout the joint planning process. This person will collaborate with the Intelligence Community, Defense Department, Combatant Commands, and Services to address CWMD-related planning and exercise issues. The CWMD Plans and Exercise Specialist identifies and incorporates intelligence- and CWMD-related capabilities and equities into planning functions across the DoD and USG. The right candidate is expected to understand and articulate official government analytic positions during customer engagements and represent Defense Intelligence Enterprise analytic units as directed.

This position is contingent upon contract award with an anticipated start date in November 2024.

Required Qualifications:

  • BS or BA degree and tangible intelligence analysis experience
  • 5+ years of experience with intelligence analysis, including employing multi-INT databases to develop analytic assessments and briefings
  • Working familiarity with established Intelligence Community directives, standards, and tradecraft documents
  • Demonstrated ability to work effectively within or lead a team of peers, as well as excellent interpersonal and communications skills
  • Ability to communicate complex analyses at a level comprehensible to diverse military audiences and senior-level government representatives
  • Ability to clearly express in writing technical analysis results and program characterizations
  • Demonstrated knowledge of state nuclear, biological, and/or chemical (NBC) programs, strategic weapons developments, and WMD-related proliferation and procurement
  • Experience with intelligence production and/or collection management
  • Military or defense-related experience and working familiarity with strategies, policies, and plans that enable defense against CBRN threats and prevent the proliferation of WMD
  • Practical understanding of the Joint Planning Process and the Joint Operational Planning and Execution System (JOPES)
  • Familiarity with development of campaign plans, deliberate planning, crisis management, and time-sensitive planning
  • Word, Excel and PowerPoint proficiency
  • Must be a US Citizen
  • Active TS clearance with SCI eligibility

Desired Qualifications:

  • Advanced degree and/or technical training applicable to the WMD problem set
  • Military or defense-related experience and working familiarity with strategies, policies, and plans that enable defense against CBRN threats and prevent the proliferation of WMD
  • Experience creating intelligence annexes to military plans (Annex B) and familiarity with national intelligence support planning processes
  • Proficiency devising and executing CWMD-related exercises and or training evolutions
  • Understanding of the Defense Intelligence Enterprise, DIA, and Service intelligence production centers
  • Experience participating in and leading interagency CWMD, nuclear security, and/or counterproliferation forums and working groups
