As a Junior-Level Intelligence Analyst, you will collaborate within a federal, state, and local law enforcement and public safety environment, taking on a range of responsibilities. These include conducting initial assessments of raw information, delivering daily oral and written briefings, creating weekly and periodic assessments, and producing bulletins. You will participate in working groups, assist in vetting tips and leads, and disseminate information to various public safety and private sector partners.

 

Key Responsibilities:

  1. Database Access: Access various government and non-government databases on unclassified and classified platforms.
  2. Fieldwork: Participate in briefings, presentations, trainings, meetings, and on-site analytical assistance.
  3. Training Coordination: Assist in coordinating fusion center-related training and outreach events.
  4. Threat Identification: Review multiple information sources to identify potential threats.
  5. Analysis Delivery: Provide verbal and written analysis on terrorism, crime, cyber threats, and other priorities.
  6. Vetting Support: Help vet tips and leads, ensuring compliance with standards and privacy guidelines.
  7. Open-Source Exploration: Conduct research on open-source sites linking local and global events impacting the area.
  8. Analytical Product Development: Create threat assessments, trends analysis, information bulletins, and other products.
  9. Compliance: Follow professional standards and policies of the fusion center.
  10. Relationship Building: Foster and maintain relationships with various partners to support the fusion center's mission.

Additional Responsibilities

  1. Adherence to Regulations: Follow U.S. Federal, State, and Local statutes and regulations. Maintain eligibility for a U.S. Government clearance and comply with the Valiant drug screening program. Cannabis use or distribution is disqualifying.
  2. Travel: Be prepared for local travel for assessments, briefings, and meetings, with occasional multi-day travel for training and conferences.
  3. Driver's License: Possess a valid U.S. driver's license and be willing to travel throughout the U.S. as needed (generally less than 15% of the time).

Qualifications:

  1. Interagency liaison: Collaborate with state, local, federal partners, and private sector representatives, at times in a classified environment.
  2. Information management: Assist in prioritizing, categorizing, and responding to requests for information.
  3. Database searches: Conduct database searches, extract information, and analyze the results.
  4. Information source review: Examine a variety of information sources, including Open-Source information and other intelligence disciplines.
  5. Technical proficiency: Demonstrate experience using computer-based applications, such as graphics and presentation software, and databases.
  6. Compliance: Agree to adhere to training standards and policies associated with the fusion center.
  7. Adaptability: Display the ability to work individually and with varied teams, managing multiple priorities and meeting performance standards in a dynamic and demanding environment.
  8. Time management: Meet critical and time-sensitive deadlines while providing quality products.
  9. Organizational skills: Operate within a fast-paced environment and maintain a professional demeanor.
  10. Interpersonal skills: Support liaison efforts with various stakeholders, including state, local and federal partners, as well as other public and private stakeholders.

Required Qualifications:

  1. Security clearance eligibility: Analysts must be eligible to receive a U.S. Government SECRET clearance and maintain it throughout the course of employment. Clearances will be sponsored by the contracting agency.
  2. Background check requirement: Must be able to pass an Orange County Sheriff’s Department (OCSD) background check, including a polygraph examination, before commencing employment or performing services at the fusion center.
  3. Training and certification: Must agree to comply with training standards and policies associated with the fusion center, and obtain a Basic Intelligence Training Analysis Course (BITAC), Foundations of Intelligence Analysis Training (FIAT), or Critical Thinking and Analytic Methods (CTAM) program certificate or equivalent certification within the first six months of hire as required by federal grant guidelines.
  4. Privacy considerations: Individual shall understand privacy considerations, including 28CFR and privacy/civil liberties civil rights (P/CLCR).

Education & Experience:

  • A minimum of three years of intelligence analysis experience is required, along with either a Bachelor's degree in a relevant field or substantial relevant work experience that can serve as a substitute for the degree.
  • Analytical product experience: An individual should possess 0-2 years of experience in performing all-source intelligence analysis related to public safety and national security subjects.

Work Environment:

  • Flexible work schedule: Analysts will work a 4/10 schedule, with flexibility in start times, and must be willing to adjust their schedule as needed.Some after-hours availability and willingness to respond to the fusion center during an emergency are expected.
