**** ** Position Summary** :

The Human Resources & Recruitment Specialist is the onsite HR representative for the manufacturing plant. This position will perform full Generalist and recruiting duties including, sourcing, attracting, and qualifying potential candidates for all open positions within Circulus. This role will be responsible for implementing and overseeing HR policies and programs by providing counsel and assistance to employees and management on HR matters; will work with employees and managers to address root causes of human resources and employee relations issues; promotes a diversity and inclusion culture; manages the administration of the employee transfers and status changes; project manages the staffing process and interviews candidates; conducts exit interviews and provides corrective action recommendations based on trends; provides coaching related to compensation; and provides appropriate HR metrics to support necessary business decisions.

Essential Duties and Responsibilities: To perform this job successfully, an individual must be able to perform the following satisfactorily as well as any other duties that may be assigned. Responsibilities:

Perform full cycle recruiting duties including: manage Applicant Tracking System (ATS), job postings, social media networking, sourcing, phone screening and coordinating interviews with the hiring team. Execute an efficient experience from application stage to offer, evaluating skill level, following the interview process and offer process, including salary discussions and closing candidates. Partner with HR Director and hiring managers to forecast short- and long-term hiring requirements and collaborate on organization-wide recruiting activities and overall external talent acquisition strategy. Establish and manage online branding of talent acquisition efforts to maintain a positive presence and leverage technology/software to source active and passive candidates. Attend job/career fairs as needed. Identify and determine potential candidate pools at local colleges and universities in the communities we operate. Create offer letters to final candidates in the recruitment process. Assist newly hired employees with the onboarding procedures. Follow all hiring processes and procedures to ensure laws and regulations are being followed. Source active and passive candidates through employee referrals, job postings, networking, and research. Collaborate with the HR Director to maximize resources and solutions that meet business needs. Assist with performance management processes such as performance reviews, performance improvement plans, coaching moments and feedback systems. Oversight of organizational guidelines to ensure laws and regulations are being followed. Provide guidance and interpretation to employees regarding HR policies, procedures, and programs. Assist the HR Director in managing employee employee transactions within, timekeeping system, benefits, learning management, HRIS and Payroll systems. Assist managers and HR Director with employee relation issues and respond to employee inquires. Understand and respond to questions about employee benefits programs, such as health insurance, vacation, sick leave, leave of absence, and employee assistance. Collaborate with HR Director to create and maintain job descriptions, salary ranges for open positions. Ability to travel 50% of the time. Travel required to coordinate with other HR professionals, career fairs and to Circulus plants to gain understanding of the positions, business needs, and to maintain effective working relationships with employees and managers. Perform to established metrics and track performance on an ongoing basis. Write reports on HR department activities as needed. Research new HR trends. Performs other job-related duties as assigned or apparent.

** Supervisory Responsibilities:**

This position has no supervisory responsibilities.

** Experience and Qualifications** :

Bachelor’s degree in human resources, psychology, business studies, social science or economics is required. Minimum 2 years of full cycle recruiting experience for hourly roles (preferably large-volume manufacturing, construction, etc.) and Human Resources Generalist responsibilities. Experience with Human Resource Information Systems and Applicant Tracking systems required. Demonstrate good attendance with the ability to work extended hours, weekends, and holidays, as required.

** Work Environment and Physical Demands** :

The work environment will be a combination of onsite work at Circulus location and offsite recruiting events. When working at a Circulus location, the position will be mainly office based responsibilities and will interact with personnel from the plant floor. The noise level at the plant offices is usually quiet to moderate and moderate to loud when on the plant floor. We do require employees and visitors to wear proper PPE when in areas of the plant.

We are a 24/7 process operation. The work schedule for this position is dictated by needs to manage and react to issues on the shifts. The planned schedule for this position is Monday through Fridays 7:00 AM through 4:00 PM, however this position requires flexibility to meet the needs of the business.

This position will require the following physical demands. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

There will be infrequent lifting, (up to 25 pounds). Occasionally required to stand, walk, climb, balance, bend, stoop, kneel or crawl. Continually required to sit, talk or hear, and utilize hand and finger dexterity. While performing the duties of this job, the noise level in the work environment is usually quiet to moderate. Specific vision abilities required by this job include: Close vision; Distance vision; Color vision; and ability to adjust focus.
