The NATO FORACS project's Mission is to provide NATO maritime forces with the opportunity to undergo comprehensive calibration of sensor, weapon, combat, communication, and navigation systems to clearly defined accuracy and performance standards. The project operates under the umbrella of the Atlantic Undersea Test and Evaluation Center (AUTEC). AUTEC supports Research, Development, Test and Evaluation (RDT&E), and Fleet readiness assessment and training. AUTEC is a Major Range and Test Facility Base (MRTFB) and the Naval Undersea Warfare Center, Division Newport's largest single team project, providing both deep and shallow water test and training environments. 

The Data Analyst/System Administrator is responsible for supporting sensor accuracy testing on US and NATO surface ships, submarines, and helicopters for the AUTEC Project.

Must be able to obtain and maintain a Secret U.S. Government Clearance. Note: U.S. Citizenship is required to obtain a Secret Clearance.

Essential Responsibilities: 

  • Under limited supervision, installs, operates, configures and maintains NATO FORACS IT equipment/systems in accordance with established procedures to support collection of data over data collection network.

  • When required to support NATO FORACS mission, under supervision of Test Director, monitors network operation, verifying data source, quality and quantity to ensure data represent sensor performance.

  • Provide leadership to junior IT personnel.

  • Develop appropriate procedures for collection of data over data collection network and initiate operational improvements to increase data quality and operational efficiency.

  • Post-process collected data and prepare test data for sensor performance assessment and statistical analysis.

  • Develop software tools and configure COTS software solutions to simplify and streamline work procedures and processes.

  • Carry out maintenance, quality and configuration control of FORACS' software.

  • Perform routine tasks as System Administrator, to include system backup, managing user accounts, installing and configuring software, etc.

  • Maintain Information System procedures and documentation as required.

  • Perform user support on specialized data applications.

  • Arrange training on computer equipment for range personnel as required.

  • Manage Data Analysis network and FORACS IT infrastructure.

  • Assist with the execution of FORACS tests as required, including validating IT infrastructure (hardware/software) required to support testing.

Minimum Requirements:

  • Bachelor's degree in an IT discipline.

  • Five years (5) experience as a network system administrator.

  • Experience writing scripts to automate network system administration.

  • Experience with software development.

  • Must be able to participate in tests on board all types of navy vessels.

  • Able to lift and carry material up to 50 lbs.

  • Able to climb stairs/ladders.

  • Must be able to deploy to sea on navy ships and submarines and operate equipment from range support working craft.

  • May be required to travel to locations away from headquarters 15% - 25% of year, depending on testing schedule.

  • Security + certification.

  • Must obtain and maintain qualifications in accordance with DoDM 8140.03 Cyber Workforce Qualification and Management Program, February 15, 2023, and supporting Department of Navy policies, for work role 461 - Systems Security Analyst proficiency level Intermediate within 9 months of hire.

  • Applicant must hold a valid driver’s license.

  • Applicant must have or obtain a valid passport.

  • Applicant must be able to deploy to sea and to locations with limited medical facilities for short duration.

  • Must be able to obtain and maintain a Secret U.S. Government Clearance. Note: U.S. Citizenship is required to obtain a Secret Clearance.

Preferred Qualifications:

  • Knowledge of maritime sensors (Radar, Sonar, GNSS) and communication equipment preferred.

  • Knowledge of Windows and Linux OS, and desktop virtualization preferred.

  • Experience with FORACS testing methodologies or other RDTE programs preferred.

  • Knowledge of fiber optic networking preferred.

  • Knowledge of Wide Area Networking over RF preferred.
