Serves as the Deputy Director and Deputy Chief Talent Officer supervising a staff of senior/supervisory HR professionals and related support specialists engaged in planning and implementing human resources programs and services within FDA.
Directs, analyzes and implements a variety of internal/external procedural and technical policies, concepts, goals, objectives, strategies, initiatives and efforts in support of OTS's day-to-day operations.
Conceives and develops unique human resources programs and systems that meet expressed needs of management. Provides fast, reliable and flexible processes for all aspects of the HR programs area, FDA-wide.
Works closely with the Chief Talent Officer to devise innovative approaches designed to ensure maximum responsiveness to programmatic needs through the delegation of HR administration authorities to line managers.
Manages staff capabilities and resources in a manner that provides optimum decision support systems, including training in appropriate use of new authorities.
Serves as a senior advisor and consultant to the Chief Talent Officer and FDA executive leadership for strategic program coordination and management for operations and human capital activities.
Provides innovative leadership in the area of human resources partnership. Develops new ways to improve customer service to managers and employees.
Provides leadership in the planning and development of HR policies and programs to include: employment, classification, recruitment, staffing, pay, executive resources, and strategic human capital planning.
