Duties

The Associate Chief Counsel (Finance & Management) (F&M) supports the administrative, financial, and managerial programs of the Office of Chief Counsel and provides advice to the Chief Counsel and Deputy Chief Counsel on all management matters for the organization nationwide. F&M also has field responsibility for all administrative functions and personnel across the country.

The Management Analyst is responsible for performing a variety of analytical, advisory, and other administrative functions related to the management of the Office.

As a Management Analyst, you will:
Gather data from different sub-systems and spreadsheets, analyzes and generates complex ad hoc and recurring reports for use by the Deputy Chief Counsel and the FM staff. Review and analyze generated reports used by FM to recommend methods to improve the efficiency and effectiveness of FM work processes and programs; Interact with operating and supervisory personnel for the purpose of conducting research of reports, records, operating regulations, and management needs; Exercise initiative in problem solving, dealing with time-sensitive issues, and devising methods and procedures for operations; and Serve on task forces, ad hoc committees, and conduct detailed analysis of the FM programs and/or systems studied. Participate in operational reviews and audits of management systems and other activities for the purpose of determining problem areas which detract from effective and efficient delivery of work products and services and compliance with applicable laws and regulations. To qualify for this position of Management Analyst, you must meet the qualification requirements listed below by the closing of this announcement:

For GS-09:

Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Assisting in research and investigations of new and improved business and management practices; assisting with program evaluations and procedure development; assisting with ad hoc projects assigned by a management official; assisting in evaluating program trends and recommending improvements; preparing and presenting orally and in writing. This level of work typically involves following established methods and procedures or detailed instructions; using some judgment in applying analytical techniques; solving minor problems and making routine decisions.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

OR

Education Substitution: You may substitute education for specialized experience as follows: Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, which demonstrates the knowledge, skills and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: You may qualify by a combination of experience and education: Options for qualifying based on a combination are identified in the online questions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

Time in Grade Requirement for GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
