Duties

The Associate Chief Counsel (Finance & Management) supports the administrative, financial, and managerial programs of the Office of Chief Counsel and provides advice to the Chief Counsel and Deputy Chief Counsel on all management matters for the organization nationwide. This position, in the Planning & Finance Division, performs a range of duties including data querying and analysis, budget planning and execution, survey administration and analysis, and strategic planning. Analysts in PFD also partner with Human Resources, Talent Management, Business Systems Planning and other Counsel functions to deliver on cross-functional programs and projects related to employee engagement, organizational development, and Enterprise Risk Management.

As a Management Analyst, you will:
Conduct in depth, independent research and analysis on a wide range of complex and sensitive management issues; Serve as project leader, consultant or a member on various project teams that resolve complex management problems and to improve the efficiency and effectiveness of operations; Create, manage, and/or query management databases containing statistical information. Utilize appropriate programs and software tools to design and perform complex analyses and to clearly report on findings and recommendations; Gather, maintain, and analyze data related to costs and performance of a wide range of services and work products to determine return on investment, productivity, or effectiveness; Serve on task forces, ad hoc committees, teams to conduct in depth analyses of the programs and/or systems studied. Participate in operational reviews and audits of management information systems and other processes for the purpose of improving the efficiency and effectiveness and assessing internal controls, accuracy, and compliance with applicable laws and regulations; Evaluate and recommend improvements to existing management information systems and protocol, specifically relational databases which process personnel, workload, and time data. May be asked to perform queries using structured query languages (SQL) and other ad hoc query tools, such as Business Objects; and Lead teams in planning and completing projects, formulating findings, and presenting oral and written reports and recommendations.
