This position serves as the U.S. Coast Guard Yard's Port Operations Coordinator, applying a very high level oof expertise to day-to-day operations on the waterfront and to the coordination of the many various interrelated services required to maintain the efficiency of industrial operations.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.

The GS-11 is developmental and will receive tailored instruction, guidance, training, and supervision designed to equip the employee with the knowledge and skills necessary for successful performance at the GS-12 level.

At the GS11 level: The employee is learning Pilot responsibilities for navigation, Curtis Creek port operations, and movement of vessels and floating equipment throughout the shipyard.  Will be expected to complete the training process in one year.

Obtaining a Pilot endorsement for the area between the Patapsco River and Curtis Bay in the Chesapeake Bay.
Developing a complete understanding of the characteristics and limitations of the USCG Yard's wharfs, piers, shiplift, and barges.
Completing 12 successful vessel movements at the Yard using contracted tugs; Patrol Boat, and ATON and Medium Endurance cutters; Dead ship movements and drydocking under observation.
Describing security and maintenance of the decommissioned fleet and be prepared to assume these responsibilities.
Managing and monitor vessel berth assignments.
Qualifying as DHS Contracting Officer Representative II and managing contracts assigned to the Pilot.

Typical work assignments at full performance level (GS-12) include:

Coordinating with the production manager, project managers, general foreman, and other waterfront management personnel to ensure the smoothest possible workflow in the location and movement of ships and boats around the waterfront.
Ensuring all required resources are in place to accomplish intra yard movements as quickly and efficiently as possible.  Ensuring coordination with bridge authorities, tugs, pilots, divers, and others as required for arrival, departure, or movement of vessels.
Coordinating with dockmaster and production manager to ensure all required resources are in place to support docking/undocking operations on the shiplift or in drydock.
Establishing, presenting, executing and evaluating budgets for maintenance of piers and associated fittings, and for maintenance and upkeep of inactive fleet.
Serving as COTR for contracts for repair, maintenance, and certification of waterfront facilities.
Ensuring proper management of and accountability for all items removed from inactive fleet.
Initiating small purchases for materials as required, initiating/coordinating procurement requests for inspection and maintenance requirements for various waterfront facilities.
