Position Summary  

The Deputy Program Manager (DPM) will be responsible for assisting the Program Manager (PM) with the coordination of all program-related activities to include providing liaison with the customers and representing program interests within the Oceaneering. The DPM reports to the PM and may be assigned responsibility for special projects that are integral to the program. If the PM is absent, the DPM will temporarily assume responsibility for coordination of the program. The DPM will play a pivotal role in ensuring the quality and efficiency of the contract, addressing technical issues, and optimizing business processes.

Duties & Responsibilities  
  • Collaborate closely with the PM to provide leadership and guidance to all contractor personnel.
  • Assist in managing the overall responsibility for the contract's quality and efficiency, encompassing technical matters and business processes in accordance with Oceaneerings core values.
  • Regularly track projects, manage project risks and impact of changes, provide mitigation plans, and proactively manage escalation of issues to appropriate stakeholders.
  • Support regular internal program reviews in Hanover, MD.
  • Have the authority to make decisions and commitments on behalf of the Contractorâs organization in response to Government issues or concerns.
  • Maintain readiness to address Government questions, concerns, and comments promptly.
  • Develop strong relationships with customers to understand their needs, anticipate obstacles to success, and advocate internally on their behalf.
  • Proactively identify and communicate potential contractual or programmatic issues to all stakeholders.
  • Work with recruiters and program personnel for requisitions development, management, interview coordination, and skills verification.
  • Manage relations with sub-contractors.
  • Provide weekly and monthly metrics for reporting to senior management and customers.
  • Establish and maintain positive relationships with partners, vendors, managers, and employees enabling enhanced communication around all staffing activities.
  • Manage domestic and international travel and logistics support.
  • Additional duties as assigned.
Qualifications  
  • Bachelorâs degree required. Equivalent work experience may be considered in lieu of degree.
  • Minimum 3-5 years of relevant work experience.
  • PMP/CAPM Certification or achieve within 3 years.
  • Ability to lead diverse teams and manage complex projects effectively.
  • Strong written, verbal, and interpersonal communication skills.
  • Strong skills in Excel and other Microsoft Office products.
  • Knowledge of EVMS, MS Project, Contract Comprehension, FAR/DFAR.
  • Must have or be able to obtain a TS security clearance, be able to take/pass a polygraph, and be able to maintain both for the tenure of this position.
  • Position tenure ship is dependent on completing the full security clearance process successfully within 1-2 years of accepting position.
