Metro Transit
is one of the country's largest transit systems, employs more than 3,000 people, and provides rides through an integrated network of buses, light rail and commuter trains, as well as resources for those who carpool, vanpool, walk or bike in the Twin Cities.

How you work will contribute to our organization and the Twin Cities region:
This position will oversee the construction of customer facing capital transit projects. This position will manage a staff of 6-8 construction professionals, who administer construction contracts within the Metro Transit's Engineering and Facilities Department ensuring that construction projects are delivered on time with the highest quality and at a reasonable, competitive cost. This position is expected to assure the Council that facilities have been completed in accordance with the drawings and specifications set forth in the contract and that the contractors adhere to the various and numerous local and federal regulations in the performance of the work.

What you would do in this job

  • Manages and supervises reporting employees, council authorized representatives, inspectors, interns, and contractors in the administration of contracts.
  • Ensures personnel are trained and maintains appropriate industry, construction knowledge and certifications.
  • Directs and advises employees and consultants in specific situations impacting project delivery, costs, inspections, documentation, change orders and claims.
  • Supervises the administration of the construction workload through direct reports, A/E firms and consultants.
  • Participates in contract development in consultation with project managers and conducts constructability reviews on proposed construction projects. Recommends alternate methods or design changes to reduce costs or to improve the facility to be provided.
  • Develops, implements and maintains construction administration procedures, ensuring that procedures are followed, that construction contract administration activities by internal and consultant staff are well documented and maintained, and that clear audit trails exist.
  • Participates in construction administration contract proposal reviews and contractor selection.
  • Conducts status updates with management and others impacted by individual projects. Approves and ensures that shop drawings and material submission are reviewed on schedule. Ensures appropriate material and construction testing.
  • Negotiates or assists in negotiating appropriate outcomes through settlement with contractors. Assist assigned legal counsel in preparation of litigation when negotiated settlements cannot be reached directly with the contractor.
  • Prepares and supervises subordinates in preparation of construction contract closeout documentation satisfactory to finance and Engineering Division.
What education and experience are required for this job (minimum qualifications)

Any of the following combinations of experience (progressively responsible construction field, construction management and/or project management) and completed education (in Engineering, Construction Management, Architecture, or related field):

  • High school diploma/GED with ten (10) years of experience, including three (3) years of experience in a supervisory or lead role.
  • Associates degree with eight (8) years of experience, including three (3) years of experience in a supervisory or lead role.
  • Bachelor's degree, or higher, and six (6) years of experience, including three (3) years of experience in a supervisory or lead role.


What additional skills and experience are required or would be helpful in this job:

  • Experience with commercial or institutional facility construction
  • Must possess practical knowledge of industry practices and standards.
  • Experience using Project Management Software such as e-Builder or Procore.
  • Experience with transit and/or rail projects.
  • Professional Engineer's License preferred, but not required
  • Experience working and collaborating in diverse, multicultural and inclusive environments.

License:

  • Valid driver's license with acceptable driving record

What knowledge, skills and abilities you should have within the first six months on the job:

  • Ability to read, understand and interpret construction drawings and specifications.
  • Ability to read, interpret and understand construction contracts.
  • Ability to prepare construction cost estimates and to negotiate contract changes.
  • Ability to express thoughts in a logical manner both orally and in writing.
  • Ability to coordinate inspection resources as needed to support project schedule
  • Skilled in preparing and analyzing construction schedules.
  • Skilled at understanding process workflows and creating new processes to manage complex tasks
  • Skilled at communication and tailoring information to meet the need of a varied audience such as designers, stakeholders, direct reports, and management.

Work Environment: Work is performed in a standard office setting and in the field. This position has exposure to extreme weather conditions where there is no effective protection from the weather, loud noises, exposure to hazards such as proximity to moving mechanical parts, electrical current, and working near moving parts, atmospheric conditions, and vibration. Some travel between primary worksite to other sites is required.
