Purpose and Scope 

Amentum is seeking a Cost Estimating Supervisor to lead a team of Cost Estimators at the Kennedy Space Center, Florida on the Base Operations and Spaceport Services (BOSS) Contract. This position is pivotal in ensuring that projects are not only feasible from a financial standpoint but also conducted efficiently and within budget constraints.  This role requires a motivated individual possessing critical thinking skills to supervise an Estimating team that provides estimating support on a variety of engineering assignments associated with commercial/industrial base operations and maintenance of facilities infrastructure.  Assignments support team members on all estimating activities in a firm fixed price environment.  Projects range in multi-discipline complexity. 

Job Duties and Essential Responsibilities           

  • Supervise day-to-day estimating operations in the firm fixed price environment.
  • Motivate, mentor, and manage staff ensuring all members of the team understand the importance of their contributions toward achieving department objectives.
  • Oversee cost estimating activities for rough order of magnitude (ROM), interim, final, and change order estimates.
  • Review, improve, and maintain established standards, procedures, tools, and methodologies to produce cost estimates for technical projects based on work scope, specifications, and proposal or contract requirements.
  • Responsible for maintaining established estimating database to include completed estimates, procedures, standard practices, and templates.
  • Ensure estimates are consistent, reproducible (as feasible), and adhere to Quality Assurance/Quality Control processes, to meet or exceed contractual requirements and customer expectations.
  • Maintain quality of deliverables meet design and/or implementation requirements.
  • Understand, monitor, and track technical evaluations through all bid and proposal scenarios.
  • Supervise the estimating team to keep their focus on pricing deliverables, schedule, and allocated hours.
  • Interface with customers to comply with pricing provisions of the contract, and collaborate on technical exchanges related to ROM and Task Plan pricing submitted to the Gov’t.
  • Attend weekly Task Order Review Board (TORB), Work Evaluation Board (WEB), and Project Pipeline (PRO) meetings and provide feedback as needed to resolve estimating issues or concerns efficiently. 
  • Ensure customer queries are actioned and resolved in a timely manner.
  • Fulltime interdepartmental collaboration between Project Management, Design Engineering, and Project Controls is required.   
  • Coordinate and maintain open communication with division supervisors and managers.
  • Establish and monitor department and individual goals and conduct performance evaluations.
  • Conduct periodic one-on-one meetings with staff to maintain open communication, listen to suggestions, obtain status, ensure efficiency, and provide solutions where needed.
  • Demonstrate behaviors that promote a challenging attitude and the capacity to learn continually, encourage, motivate, develop, and support the team.
  • Utilize the BOSS award program to recognize Team Members who have exceptional excellence and dedication in their work.
  • Carry out supervisor responsibilities in accordance with company’s policies and applicable laws.

Preferred Qualifications, But Not Required:

  • Advanced degree or certification in project management, cost management, or other specialized area of construction.
  • Certified Professional Estimator (CPE) or Certified Cost Professional (CCP.
  • Experience with AutoCAD and/or MicroStation drafting programs.

Other Requirements:

  • Bachelor’s degree with 10+ years of relevant experience or Associates Degree with 15+ years of relevant experience in Facility Operations and Project Management, Engineering, Construction Management, or Business Management.
  • Highly knowledgeable with Project Management / Engineering in the firm fixed price environment with infrastructure related focus.
  • Considerable experience utilizing RS Means estimating software developing construction estimates in commercial / industrial environments.
  • Up-to-date knowledge of industry trends, new technologies, and government regulations that could affect project costs.
  • Demonstrated ability to enter tasking, retrieve actuals (labor, material, and equipment), and run reports within Maximo.
  • Possess a strong working knowledge of computer systems and integrated software application programs – including Microsoft Word, Excel, Outlook, PowerPoint and Project.
  • Good communication, writing and analytical skills. 

Work Environment, Physical Demands, and Mental Demands:

This position involves work typical of an office environment with no unusual hazards; occasional lifting to 20 pounds; constant sitting with use of computer terminal; constant use of sight abilities while reviewing documents; constant use of speech/hearing abilities for communication; constant mental alertness; must possess planning/organizing skills and must be able to work under deadlines. Field work will consist primarily of site walk downs in support of design projects and system trouble shooting Site hazard training and Personal Protective Equipment are provided.
