Duties

Implements specifically assigned management programs impacting the Bureau (e.g., annual and strategic program planning, program budgeting, acquisition planning and administration, and mandatory reports) Interprets Departmental policies affecting areas of responsibility and assesses their impact on Bureau program activities, recommends actions to achieve organizational objectives, and recommends future program objectives and improvements. Performs assigned segments or phases of projects involving development, implementation, or monitoring of management information systems and administers program planning processes, conducts briefings, and presentations. Persuades or negotiates with management to accept and implement recommendations for new or modified information systems;Advocates Bureau views and policy positions, takes note of opposing points of view, and develops oral and written reports. At the GS-11 and GS-12 levels, the incumbent performs essentially the same duties as outlined above; however, the scope and complexityof assignments are of less responsibility and independence and receives closer supervision than the GS-13 level.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

Applicants applying for the GS-11 grade level must meet one of the following requirements:

A. Have at least 1 full year of specialized experience equivalent to the GS-09 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Applicants to the GS-11

Qualifying specialized experience must demonstrate the following:
Experience participating in the implementation of specifically assigned programs impacting an organization. Experience analyzing findings and making recommendations for an organization's programs. Experience assisting in the administration of assigned program planning processes, participating in briefings, and presentations.
OR B. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. from an accredited college or university.
