Duties

Serves as a Grants Management Specialist (Treatment and Recovery Financing) in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA), Policy Office (PO); Manages grants, full life cycle, and acts as an expert and authority in financing for treatment and recovery supports for justice-involved individuals; Maintains contact with training and technical assistance providers to stay current with their progress, grantee needs and challenges impacting financing for treatment and recovery supports; Negotiates funding aspects of criminal justice programs to ensure the greatest potential for success; Makes recommendations related to program planning and implementation in connection with prospective changes in functions in the assigned criminal justice financing for treatment and recovery supports program areas; Scans the field for emerging developments in criminal justice program areas to ensure program implementation strategies are well-grounded in current knowledge and methods; and Prepares analytical reports, memoranda, concept papers and budget documents that are disseminated to practitioner groups, researchers, congressional committees and the public. Such materials present and evaluate divergent professional opinions, define and describe programmatic options and identify and discuss the consequences of adopting various criminal justice-related options.

Qualifications

Selective Placement/Screen Out Factor:
Experience providing expert knowledge and strategic guidance of federal payment options and other funding mechanisms for treatment and recovery supports for justice involved individuals to reduce substance misuse and overdose, and the disproportionate representation of people with substance use and mental health disorders in the criminal justice system.
Specialized Experience:
Applicants must have one (1) year of specialized experience equivalent to at least the GS-12 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience include:
Provides strategic guidance in financing of treatment and recovery supports for justice-involved individuals; Analyzes current policies, trends, and funding mechanisms related to the treatment of justice-involved individuals; Provides advice and/or recommendations to management officials on criminal justice financing for treatment and recovery supports program areas; and Demonstrates technical expertise in administering a diverse range of grants, cooperative agreements, contracts, and interagency agreements.

The selectee will be responsible for covering all commuting-related travel expenses. OJP employees are eligible for one transportation benefit - parking or the Department of Justice (DOJ) transit subsidy.
