The position is located in the Architect of the Capitol (AOC), Utilities and Power Plant Operations to serve as Safety and Occupational Health Manager (Industrial), who will perform a variety of duties related to safety matters.

Safety and Occupational Health Program Management.

Reviews, evaluates, and analyzes work environments and implements programs and procedures to control, eliminate, and prevent disease or injury caused by chemical, physical, and biological agents or ergonomic factors.

Conducts inspections and enforces adherence to laws and regulations governing the health and safety of employees.

Identifies hazards in the workplace. Inspects and evaluates workplace environments, equipment, and practices for compliance with corporate and government health and safety standards and regulations. Provides written guidelines to operating personnel on applicable OSHA, EPA and other regulations and processes.

Provides Safety and Occupational Health Advice for Policies and Projects

Serves as an expert on safety and occupational health program issues for the CPP.  Programs include electrical safety, confined spaces, fall protection, welding, and control of hazardous materials. Prepares initial draft policy changes for review and approval at higher levels of management. Provides guidance and technical assistance to the CPP on existing safety program policies and requirements.

Reviews plans submitted by designers or consultants, assesses them and recommends for acceptance or rejection based on concurrence with appropriate standards and safety regulations.

Conducts Job Hazard Analysis (JHA), hazard assessments and exposure assessments to match worker's tasks to the need for personal protection. Researches, understands and makes recommendations for the use of personal protective equipment. Understands Personal Protective Equipment (PPE) capabilities and limitations.

Investigate Incidents and Accidents

Investigates accidents and incidents, including near misses, to identify their causes and to determine how they might be prevented in the future. Investigates safety and health-related complaints and inspects facilities to ensure that they comply with public health legislation and regulations.

Recommends measures to help protect employees from potentially hazardous work methods, processes, or materials, and removes defective equipment. Responds to Hazard Reports to ensure the hazard is removed or resolved effectively and efficiently.

Manage Safety and Occupational Health Training

Establishes and tracks medical surveillance safety training in the Capitol Power Plant (CPP) (i.e., respirator fitness, blood borne pathogens and lead poisoning tests) and certification procedures for supervisors and employees.

Ensures that all staff working in hazardous work functions are qualified and certified to perform assigned tasks. Disseminates comprehensive program manuals for safety, occupational health and industrial hygiene.

Develops and maintains a safety training program database to ensure timely staff certification.

Contractor Oversight

Serves as a Contracting Officer’s Technical Representative (COTR) for safety projects, services and materials.

Reviews specifications, defines safety requirements, writes Statements of Work and Task Orders and generates cost estimates.
