Duties

The Division of Earth Sciences (EAR) supports proposals for research geared toward improving the understanding of the structure, composition, and evolution of the Earth, the life it supports, and the processes that govern the formation and behavior of the Earth's materials. The results of this research will create a better understanding of the Earth's changing environments, and the natural distribution of its mineral, water, biota, and energy resources and provide methods for predicting and mitigating the effects of geologic hazards such as earthquakes, volcanic eruptions, floods, and landslides.

The Deputy Division Director will assist the Division Director with managerial and oversight responsibilities for the effective use of division staff and resources in meeting organizational goals and objectives. This includes directing the activities of the Division of Earth Sciences, assessing the needs and trends in geosciences research and education, developing breakthrough opportunities, implementing overall strategic planning, and policy setting. The Deputy Division Director supervises and provides leadership and guidance to program directors and assists the Division Director in determining funding requirements, preparing and justifying budget estimates, balancing program needs, allocating resources, overseeing the evaluation of proposals and recommendations for awards and declinations, and representing NSF to relevant external groups. The Deputy Division Director will partner with the Division Director to foster partnerships with other Divisions, Directorates, Federal agencies, scientific organizations, and the academic community.

Qualifications

The successful candidate will possess an established record of significant achievement in research, administration, and increasing leadership responsibility in academe, industry or government. Additionally, the Deputy Division Director must be experienced and competent in technical, financial and administrative management. The incumbent must work well with people, be an effective communicator, and be committed to continuously develop the diversity of talents and skills of the team.

Mandatory Technical Qualification (MTQs) - The successful candidate must have documented evidence of the technical qualifications listed below in their application package.

Essential Substantial research contributions and service to the earth sciences community as evidenced by publications, innovative leadership in research administration, broadening participation, and professional leadership and awards. Skill in balancing complex and diverse program demands and available resources in response to major advances or changing needs of science and engineering research and technology. Broad understanding of universities and other institutions where research and education in science and engineering is conducted, including knowledge of grant administration and fiscal management in earth sciences research support.
Desired Education, strongly preferred at the Ph.D. level, or equivalent professional experience, or a combination of education and equivalent experience, in earth sciences or a closely related field (e.g. chemical and physical earth sciences, surficial earth processes, earth systems and modeling, or other related fields).

Additional information

The position recruited under this announcement will be filled under the following appointment option:

Intergovernmental Personnel Act (IPA) Assignment: Individuals eligible for an IPA assignment with a Federal agency include employees of State and local government agencies or institutions of higher education, Indian tribal governments, and other eligible organizations in instances where such assignments would be of mutual benefit to the organizations involved. Initial assignments under IPA provisions may be made for a period up to two years, with a possible extension for up to an additional two-year period. The individual remains an employee of the home institution and NSF provides the negotiated funding toward the assignee's salary and benefits. Initial IPA assignments are made for a one-year period and may be extended by mutual agreement.

Salary: The salary noted above is based on the rate of pay for Federal Division Directors. The IPA assignment salary is based on the current salary at the IPA's home institution.

This is a rotator position.
