Deputy Director, Planning & Facilities

Overview
The Deputy Director, Planning & Facilities of General Services supports the Director in the daily operations of the Department of General Services. This role involves planning and managing facilities asset management systems, processes, and procedures to ensure that buildings, facilities, and equipment are well-maintained. The Deputy Director participates in developing, overseeing, and evaluating initiatives and projects aimed at enhancing the department's functionality. Key responsibilities include managing the operation, maintenance, repair, and minor construction of City-owned buildings. The Deputy Director also develops the Capital Improvement Program budget based on customer requests and facility needs assessments and manages Capital Facilities Maintenance Project requests. Additionally, the Deputy Director supervises a team of professional, technical, and support staff, ensuring efficient and effective project execution. This position operates with considerable independence, working under the general direction of the General Services Director.

We are seeking someone with experience working with a wide range of personnel, as well as expertise in budgeting, facility management, construction, and facility operations. Public Works Deputy DirectorCapital Projects ManagerFacility Operations Manager responsible for a large portfolioDivision Chief responsible for Facility Planning The OpportunityInitiates, approves, and directs the activities of Support Services staff and Portfolio Managers.Reviews departmental requests for capital improvement projects involving new base building construction or significant renovation/maintenance work.Develops Capital Improvement Program budgets and initial cost estimates based on customer requests and facility needs assessments.Monitors progress of all ongoing projects through staff work reports, contractor submissions, and regular progress meetings.Identifies major long-term maintenance needs, establishes goals, and coordinates staffing and material resources accordingly.Responds promptly to emergency calls concerning City buildings and related equipment.Provides mentorship and guidance to staff including project managers, portfolio managers, construction specialists, and maintenance professionals.Supervises and provides strategic direction to the Physical Security Coordinator, ensuring the development and execution of comprehensive security plans and programs.Prepares and delivers articulate public presentations on City policies and project progress to diverse audiences including City Council, Planning Commission, Environmental Policy Commission, Board of Architectural Review, citizen associations, business groups, state government entities, Council of Governments, and other local government bodies.Plans and manages the facilities asset management systems, process and procedures for facilities' buildings and equipment to ensure well maintained buildings, facilities, and equipment.About the Department
Mission Statement: The Department of General Services provides exceptional management of the City's Real Estate, Property, and Support Services. The Department of General Services is responsible for the maintenance, repair, renovation and disposition of all City-owned buildings and facilities (over 3.0 million square feet of City-owned space); and the budgeting, planning and construction of new City-owned facilities.

Minimum & Additional Requirements

Four-year college degree; ten years in facility maintenance, architecture, engineering or construction management with supervisory responsibilities. Extensive experience in developing new construction projects; and experience negotiating with internal and external parties.

Preferred Qualifications

A master’s degree in Facilities Management, Engineering, Architecture, or a related field is preferred. The ideal candidate will have at least 5 years of experience in a senior leadership role, demonstrating a proven track record of managing large-scale capital improvement projects and complex budgets. A strong understanding of building systems, construction practices, and maintenance requirements is essential. Additionally, having a Project Management Certification and being a US Green Building Council Leadership in Energy and Environmental Design (LEED) Accredited, International Facilities Management Association (IFMA) certification, Facility Management Professional (FMP) or Certified Facilities Manager (CFM) certification or Asset Management Professional (AMP) equivalent is preferred. Experience includes public speaking and strategy and organizational development.

The Department of General Services (DGS) is a first response department and as such all DGS employees are deemed essential or emergency personnel and maybe required to report to work when the City government is open with liberal leave or closed during emergencies.
