SCOPE & ACCOUNTABILITIES

GIA's vision is to be a trusted advisor and a best-in-class auditfunction. The Manager (Information Technology), under the supervisionof the DSO, will lead internal audit services covering information technology forthe Bank, IFC, and MIGA. The Manager will focus on theWBG's activities for IT processing, applications, and general controls,including IT governance, information security, data management, changemanagement, IT operations, system development, and other IT functions. As amember of the GIA Management Team (GIA-MT), the Manager is jointly andseverally accountable for the work program development and delivery.

RESPONSIBILITIES

The Manager (Information Technology) will be responsible forthe following areas but not limited to:

Business/Work Program Management

* Undertaking a comprehensive high-level risk assessment of information technology of the World Bank Group institutions to identify high-risk processes and high-priority areas to review audits from the governance, risk management, and control points of view.

* Developing an internal audit work program for information technology based on the risk assessment in consultation with management, the Audit Committee, and other oversight and control units.

* Delivering the approved work program by managing individual assurance and advisory engagements in Information Technology.

* Providing integrated IT Audit cross-support to the other delivery teams

* Guiding staff and quality control on planning, fieldwork, and reporting of individual assurance and advisory engagements and delivering high-quality assurance and advisory reports that meet GIA's professional practice and quality standards.

* Leading the follow-up process to monitor and assess that management actions have been effectively implemented or that senior management has accepted the risk of not taking action.

* Demonstrating thought leadership in internal audits in information technology and applying innovative approaches to maximize GIA's value to the institution.

* Leading key initiatives in line with GIA's strategic direction.

People/ Talent Management

* Managing the unit's staff, including recruitment, coaching, performance evaluation, and career development guidance.

* Mentoring and developing staff. Identifying staff performance gaps, developing appropriate courses of action, and working with staff to address the gaps while nurturing emerging talent.

* Exploring career development opportunities for staff in collaboration with HR, clients, other oversight units, multilateral development banks, and relevant industry associations.

* Promoting a culture of effective teamwork.

Resource Management

* Managing resources for the delivery of the work program. Resources include staff, administrative budget, consultants, and co-sourcing partners.

Relationship Management

* Reaching out to clients and building a solid relationship with them. Maintaining strategic dialogue with them to identify areas suited for assurance and advisory.

* Collaborating with other risk management, second-line, and oversight units to identify areas of coordinated assurance to increase synergy and avoid duplication of work.

Knowledge Management

* Capturing critical business knowledge relevant to audits, sharing it with staff, and building a robust knowledge base of the organization's IT activities within GIA.

* Developing a staff learning plan for the IT Audit team and facilitating the execution of it in coordination with GIA's DSO and the Professional Practice & Innovation Manager.

* Proposing and implementing knowledge sharing and learning sessions for GIA staff; and

* Sharing GIA's internal audit practices and knowledge with the World Bank staff in other risk management, oversight units, and development partners.

Selection Criteria

- Current or prior experience with the World Bank Group is required.

- This role requires a person with excellent leadership skills and a record for delivering results. A strong, persuasive, and clear communicator comfortable with diverse stakeholders (including IT specialists, a broad cross-section of WBG management, and the Board).

- MS/MA (advanced degree) in finance, accounting, business administration or equivalence, and a professional qualification (i.e., Certified Internal Auditor, Certified Information system Auditor, Chartered Financial Analyst, Certified Fraud Examiners, Chartered Accountant, Certified Public Accountant or equivalent).

- A minimum of 12 years of relevant business experience and solid experience leading internal audit practices.

- An understanding of leading internal audit practices and experience in applying them through assurance engagements.

- Ability and experience working collaboratively across institutional boundaries to grasp issues related to the WBG's policies and strategy and evolution roadmap are pluses.

- Critical thinking and the ability to understand business activities in a broad strategic context, linking them to business objectives. Demonstrated analytical and problem-solving capabilities.

- Capability to improve results by generating, encouraging, and supporting new ideas or approaches.

- Outstanding ability to reach clients and partners and build relationships and alliances.

- A proficiency to effectively prepare, present, and discuss audit results in written and oral form to convey complex ideas engagingly with clarity, precision, and balance.

- Proven track record of navigating a sensitive business environment to achieve intended results.

- Ability to maintain objectivity and independence as an assessor under pressures from various competing interests in controversial situations.

- Proven track record of executing with a high sense of accountability, demonstrating high productivity and quality and consistently looking for new ways to apply skills and get work done.

- Ability to focus on continuous improvement by questioning the status quo and challenging self and others to identify opportunities to increase GIA's efficiency in delivering impactful results.

- Experience in leading a multi-functional, multi-cultural team and keeping people motivated.
