Ensure compliance and implementation of all requirements that directly support the Sustainable Acquisition Program including all pertinent laws, regulations, Executive Orders, DOE Orders, DOE Notices, and DOE guidance and requirements for bio-based initiatives for both Y-12 and Pantex.
Duties include but are not limited to:
- Identify, evaluate, screen, and implement sustainable products included recycled content and bio-based products and information:
- Identify recycled content and bio-based products ensuring that waste minimization, pollution prevention, source reduction, and conservation of natural resources are taken into account when choosing the recycled content and bio-based products for use
- Provide solutions and improvements to processes to ensure that recycled content and bio-based products can be utilized
- Support the transition from non-bio-based and/or non-recycled-content products to bio-based and/or recycled content products
- Evaluate the recycled content and/or bio-based product categories to determine which products will meet the production, environment, and customer requirements
- Implement the usage of acceptable bio-based and/or recycled content products
- Coordinate with procurement to ensure sustainable acquisition requirements are met:
- Query procurement data to obtain required information for routine and ad-hoc sustainable acquisition reports
- Complete catalog reviews to identify recycled content and/ or bio-based products for usage and the addition of the acceptable products to the catalog
- Review purchase requisitions to ensure bio-based and/or recycled content products are purchased where required
- Ensure sustainable acquisition requirements are incorporated in contracts, blanket purchase agreements, solicitations, and specifications
- Complete regulatory reports accurately and consistently, perform and document associated calculations, and enter the resulting data into the sustainable acquisition reporting systems:
- Develop and track metrics related to bio-based and/or recycled content products
- Complete sections of the Site Sustainability Plan or Report related to sustainable acquisition activities
- Track and calculate the usage of acceptable bio-based and/or recycled content products
- Develop/organize/perform required sustainable acquisition awareness activities:
- Promote and coordinate awareness activities related to sustainable acquisition activities
- Participate in DOE Headquarters bi-monthly conference calls
- Develop CNS specific training for Sustainable Acquisition Program activities

- Bachelor’s Degree with: Minimum 4 years of relevant experience. (Typical experience ranging from 7 to 10 years.)
- OR Master’s Degree with: Minimum 3 years of relevant experience.
- OR PhD
- NOTE: Applicants with high school diplomas may be considered on an exceptional basis if they have 12 or more years of relevant experience.
- Effective communication skills (verbal and written) and the ability to work effectively in a team environment are required.
- Must be comfortable in both office and field environments.
- Must be able to prioritize and coordinate multiple assignments within a fast-paced environment and to act independently with minimal supervision.
- The candidate must have above average organizational skills and be able to demonstrate knowledge of production/complex operations and material selection and disposition management methods.
- Must be able to meet Hazpower requirements.
- Travel between Y-12 and Pantex locations is required.
- Computer skills including Microsoft Office Suite with extensive knowledge utilizing Microsoft Excel and Access is also required.
- Working knowledge of Resource Conservation and Recovery Act (RCRA), security, property, purchasing, Department of Energy (DOT), waste management regulatory requirements and a working knowledge of chemicals is preferred.
- Experience associated with other government Sustainable Acquisition Programs is preferred.
- Computer skills including SAP is also preferred.
If a range of Career Levels is posted, i.e., Senior Associate to Senior Specialist, internal applicants already in one of the Career Levels would come across at their current Career Level. Internal applicants currently in a lower level Career Level would move to the lowest posted Career Level.
Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
