Advises management on the operational effectiveness and efficiency of assigned program(s). Provides recommendations for, and coordinates the implementation of, strategic programs and operations; monitors execution to ensure success.
Develops, analyzes, and evaluates new or modified program/management requirements, policies, goals, or objectives for impact on existing program.
Leads special projects, task forces, and other action groups that support organizational goals through special assignments, projects, and of studies.
Communicates effectively, both orally and in writing, in order to present analysis and findings in a clear and concise manner, and to negotiate appropriate resolutions/solutions to identified complex or potentially controversial and sensitive issues or problems. The incumbent recommends improvements to the effectiveness and efficiency of resource management and program operations.
Gathers information, identifies and performs short and long-range program planning and analysis and provides written and oral recommendations to support the acquisition of resources supporting program activities.
Works cooperatively with others, inside and outside of the organization, to accomplish objectives to build and maintain mutually beneficial partnerships, leverage information and achieve results.
Applies knowledge of evaluation methods when conducting reviews of workflow or when preparing and analyzing metrics and findings in order to make recommendations on internal programs. Work requires skill in researching and preparing metrics, project papers, and staff reports and skill in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations. Analyzes or interprets new regulations, legislation, or operating procedures for impact on the APB program and mission.
