Duties

This position serves as a Workforce Analyst responsible for conducting research, strategic planning, performance management, policy or legislative development, data analysis, and other activities to address complex problems relating to ETA Program Areas and in support of OPDR's mission and functions.
Recommends strategic approaches to improve performance and outcomes through data analytics and the use of evidence-based information. Produces research initiatives, strategic plans, operating plans, learning agendas, budgetary analysis, legislative and regulatory development and analysis, or statistical and economic analysis with inferences upon workforce development programs and activities. Prepares reports, presentations, memoranda, data analyses, data visualizations, or other products on economic and labor market trends applicable to issues concerning the public workforce system and DOL ETA workforce development programs. Analyzes Eligible Training Provider (ETP) data and determines best practices and areas for improving state data reporting. Provides technical assistance to ETA regional offices and states on data collection and validation procedures and requirements. Offers actionable solutions to issues for consideration by demonstrating initiative and problem-solving skills, even when subject matter may be new, emerging, or unfamiliar. Displays skill in dealing with decision makers and their immediate staffs. Develops a wide variety of policy analysis documents to aid decision makers in proposing legislation and making changes in existing programs. Identifies appropriate technical assistance products and delivers helpful customer service to stakeholders through accurate, courteous, efficient, and effective interactions. Maintains personal contacts with analysts, specialists, key officials and staff members within ETA, with regional offices and government officials of other agencies at Federal, State, and local levels; foundations; professionals in universities; members of trade associations, labor unions, and management and professional organizations engaged in related research and development of labor market information; with professionals and program directors in executive, legislative, or judicial branch agencies, or with staffs of Members of Congress and committees. The establishment of contacts is an important aspect of the work and requires tact and negotiating skills. Organizes, arranges for, and facilitates conferences/meetings to provide expert information and guidance to staff and contractors in support of the agency's goals and objectives. Produces oral reports which provide recommendations and options on operational research and demonstration activities, or on DOL ETA workforce development policies and legislation. Orally communicates context and information for decision makers. Work products include written reports and memoranda, briefings, and personal assistance in defining problems and planning studies which will aid in developing and examining policy proposals. Effectively expresses ideas in writing, using appropriate language, and organizes ideas and facts in an objective manner; skill in preparing and presenting technical material and complex issues to both specialists and non-specialists.

Conditions of Employment

Must be at least 16 years old. Must be a U.S. Citizen. Candidate required to obtain the necessary security/investigation level. Requires a probationary period if the requirement has not been met.

Qualifications

You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for the Workforce Analyst, as described below.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service.

Specialized experience includes ALL of the following :
Providing technical assistance, developing technical assistance tools and briefing materials in one of the listed ETA Program Areas ; AND analyzing regulatory guidelines and providing guidance in one of the listed ETA Program Areas .

ETA Program Areas : American Job Centers, Apprenticeship, Disability, Dislocated Workers, Employers, Farmworkers, Federal Bonding Program, Foreign Labor Certification, Grants, Indians and Native Americans, Job Corps, Job Seekers, Layoffs and Rapid Response Services, Reentry, Older Workers, Trade Adjustment Assistance, Unemployment Insurance, Veterans, Work Opportunity Tax Credit, Youth, or YouthBuild.

Education

In addition to meeting the Specialized Experience requirement, all applicants must meet the Basic Requirements for the 0140 Workforce Analyst occupational series with A or B:
A. EDUCATION: Degree from an accredited college or university that included at least 30 semester hours in one or a combination of the following: sociology, psychology, economics, political science, or allied social science subjects that are especially pertinent to knowledge and understanding of employment and training programs;
-OR-
B. COMBINATION OF EDUCATION AND EXPERIENCE: Courses in an accredited college or university consisting of at least 30 semester hours in one or a combination of the following: sociology, psychology, economics, political science, or allied social science subjects that are especially pertinent to knowledge and understanding of employment and training programs AND experience directly related to the work of this position at the next lower grade level. The combined total must equal 100%.

Additional information

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
