Duties

What will I do in this position if hired?

In this Civil Engineer position, you will provide expert technical assistance related to building codes, local ordinances, zoning regulations, and code analysis with a chief focus on resilient codes and standards in connection to repair and reconstruction projects to lessen future impacts.

Typical assignments include:
Developing cost estimates for repairs and reconstruction of infrastructure, roads, and/or public facility. Reviewing cost estimates from other parties to ensure they are reasonable, accurate, and in compliance with applicable standards. Developing scopes of work for disaster-related repairs and reconstruction of infrastructure, roads, and/or public facility. Providing technical assistance on engineering and construction-related policies, procedures, and principles. Identifying missing information and coordinating with counterparts to resolve. Identifying potential eligibility issues and addressing those issues in coordination with leadership in field and Consolidated Resource Center offices.

At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.

This position will be hired into a temporary 4-year, excepted service appointment. Appointments may be renewed based on workload, funding, and supervisory approval.

This position has promotion potential to the Grade 13. Promotions are dependent on your ability to perform the duties at a higher level, successful performance review displaying at least one year of experience at the lower grade, the continuing need for an employee assigned to the higher level, and management approval.

Conditions of Employment:

To qualify for this Civil Engineer position at the IC-12 level, you must possess one full year of specialized experience equivalent to at least the IC-11 level in the Federal government.
Developing and/or reviewing construction cost estimates; and Reviewing and/or validating cost estimates to ensure they are accurate, complete, and within compliance guidelines; and Utilizing software to develop cost estimates for infrastructure, roads, and/or public facility.
To qualify for this Civil Engineer position at the IC-13 level, you must possess one full year of specialized experience equivalent to at least the IC-12 level in the Federal government.
Providing advice and/or recommending solutions for infrastructure, roads, and/or public facility construction cost estimates; and Reviewing and/or validating cost estimates from other parties to ensure they are accurate, complete, and within compliance guidelines; and Providing guidance and/or oversight in the use of software to develop cost estimates for infrastructure, roads, and/or public facility. Individual Occupational Requirements: In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position:

A.) Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e)electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B.) Combination of education and experience-- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET) may be rated eligible for certain engineering positions at GS-5. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program. Applicants for positions that involve highly technical research, development, or similar functions requiring an advanced level of competence in basic science must meet the basic requirements in paragraph A. Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least 1 year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence. The adequacy of this background must be demonstrated by passing the EIT examination. Specified academic courses-- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
