As the Principal Deputy Director for the Office of Manufacturing and Energy Supply Chains you will: Oversee and direct subordinate offices senior executive Deputy Directors, including Business Operations, Analysis and Strategic Investment, Batteries and Critical Materials, and Manufacturing and Workforce Deployment. Responsible for catalyzing the energy sector industrial base through targeted investments that establish and secure domestic clean energy supply chains and manufacturing. Ensure that MESC serves as a supply chain and project management center of excellence for the Department of Energy. Directs organizational activities and framing strategic plans based on broad organizational assessments and evaluations of long-term organizational objectives. Determine financial and personnel resources needed to achieve mission objectives and support mission operations. Leads Department's efforts to enhance and accelerate clean energy demonstrations. Represents the Office in meetings with high level officials within and outside the Federal Government, state and local government, Congress, and industry leaders. May Act as MESC Director during absences.

PRE-HIRING REQUIREMENTS: This is a permanent position in the SES. Unless you are already a member of the SES with career status or are a graduate of an Office of Personnel Management (OPM) certified SES Candidate Development Program, your executive qualifications must be approved by OPM before you can be hired. If you are selected, you will be required to prepare your executive core qualification (ECQ) narrative for OPM submission.
CITIZENSHIP: You must be a U.S. Citizen or National.
BACKGROUND INVESTIGATION: You must pass a background investigation.
PUBLIC FINANCIAL DISCLOSURE REPORT (OGE 278): If you are selected for this position, you will be required to file this report prior to entry on duty in accordance with the Ethics of Government Act of 1978.
SECURITY CLEARANCE: You must be able to obtain and maintain a DOE Q-level security clearance
DRUG TESTING: As a condition of appointment to this position, if you are selected, you will be required to pass a drug test. If you fail to take the test or fail the test, you will no longer be considered for the job.
PROBATIONARY PERIOD: You must complete a one-year SES probationary period.

Qualifications
Your resume must describe your executive core qualifications (ECQs) and experience, technical qualifications and give a synopsis of your accomplishments.Do not include a separate ECQ narrative. Additionally, Mandatory Technical Qualifications (MTQs) listed later in this section below must be addressed in a separate document.
EXECUTIVE CORE QUALIFICATIONS: The five ECQs described below were designed to assess executive-level experiences and potential not technical expertise. They measure whether you have the broad executive skills needed to succeed in a variety of SES positions.

2: Leading People : Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
3: Results Driven : Ability to meet organizational goals and customer expectations and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4: Business Acumen : Ability to manage human, financial, and information resources strategically.
5: Building Coalitions : Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, a separate document must be uploaded addressing each MTQ listed below . No more than one page per MTQ is allowed; additional information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Your leadership and management skills must be addressed in the MTQs listed below.
Failure to submit a document addressing each MTQ will result in your application to be deemed incomplete and not be considered.
MTQ 1: Describe your knowledge and work experience in leading strategy development, funding program management, and project delivery management across a portfolio of large, complex commercialization-scale clean energy manufacturing projects.
MTQ 2: Describe your experience building and leading a matrixed, diverse team to support both strategic analysis as well as deployment of high-profile commercial-scale energy projects.

More about the MESC: MESC works to onshore manufacturing to strengthen economic and national security and address key vulnerabilities. MESC is also supporting the workforce critical for the clean energy economy through direct funding of cutting-edge energy manufacturing programs at universities, community college, and trade-schools to provide entry-level and mid-career support. MESC's work is underpinned by deep analysis use to identify clean energy supply chain gaps, vulnerabilities, and risks to inform investments. MESC serves as a supply chain and project management center of excellence for the DOE, lending its subject matter expertise, analysis, and modeling to other organizations with missions that may be vulnerable to supply chain disruptions or have the potential to deploy capital and programs to strengthen supply chains. MESC will conduct administrative and project management responsibilities for the smart manufacturing and supply chains for clean energy technologies programs authorized and funded in annual appropriations and in the Bipartisan Infrastructure Law and Inflation Reduction Act (IRA). MESC manages a portfolio of nearly $20 billion in projects from BIL and IRA funding spanning critical minerals and materials, to clean energy manufacturing, to industrial decarbonization.
