Duties

The Deputy Director, Office of Environment & Energy in the Office of Environment in the Policy, International Affairs, & Environment organization provides strategic direction in the development of national and international aviation environmental and energy policies, goals and priorities, aircraft environmental certification standards, and overseeing aircraft environmental research, engineering, and development (RE&D). This includes providing expertise and advice to senior leadership within the Department of Transportation (DOT), FAA and other federal and state agencies on aviation environmental and energy policy issues and agency positions.

The Deputy Director directly oversees approximately 58 positions, including eight senior employees, and manages an annual budget of approximately $90M related to RE&D initiatives and programs, as well as approximately $9M for operational costs.

Principal Responsibilities:
Leads and directs critical environmental and energy initiatives, plans, and programs important to the overall success of the FAA and the national aviation system.Directs the development of authoritative technical and policy work products to support senior DOT and FAA leadership in making decisions on complex and controversial environment and energy policy issues and leads the development and management of special projects and studies in response to requests from the Office of Management and Budget, the Secretary of Transportation, or the FAA Administrator.Manages and reduces the environmental impacts of global aviation through research, technological innovation, policy, and outreach with a focus on Noise Policy and Research, Environmental Policy and Operations, International Leadership, and Emissions Policy and Research. Represents the FAA in meetings and working groups at senior levels of industry and government, including negotiating difficult issues and presenting or defending FAA and U.S. national policies. Collaborates independently with stakeholders in the aerospace community, international aviation organizations, environmental certification organizations, state and federal agencies, nongovernmental groups, and academic and research organizations.Oversees the office's personnel planning and hiring, performance management of the office management team, the implementation of the strategic vision for the organization, and monitors organizational progress.

Qualifications

As a basic requirement for entry into the FAA Executive System, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Leadership and Technical Requirements listed below.

Describe how you effectively communicate information within and outside of your organization. LEADERSHIP REQUIREMENT : Do you have experience leading strategic change? If yes, describe examples of strategic changes that you led for your organization; describe the entities that the change affected (agency, industry, organizational components). Discuss obstacles you encountered and how you overcame them to the benefit of the agency. Include in your description ways that you applied long-range vision, developed strategies, and applied innovative ideas and techniques. TECHNICAL REQUIREMENT : Experience leading the development and management of national and international aviation environmental and energy policies. TECHNICAL REQUIREMENT : Experience leading research, engineering, and development of aviation environmental programs including working with federal agencies, universities, and industry to mitigate aviation environmental science and research issues.
