Job Summary: The Proposal Development Specialist locates and submits proposals for external funding by researching and disseminating information on funding opportunities. Ensures compliance with all applicable policies and guidelines.

Additional Department Summary: Oversees the grants flow process for the College of Community Health Sciences (CCHS). Administers all components of the grants cycle, including including proposal development, approvals, documentation, and compliance. Manages pre-award coordination, development, and submission of all grant applications for the College under the direction of the Associate Dean for Research & Health Policy. Oversees post-award budget development and support for faculty/staff in charge of grant-funded projects, search and notification of opportunities for external sources of funding including grants and foundations, grant-writing training, grant template development, and general oversight of grant development. Supports, enhances, and supervises the efforts of resource development and grants personnel. Collaborates with UA Office of Sponsored Programs and other agencies as needed to ensure proposals are consistent with federal laws and regulations, sponsor agreements, submission requirements, and College/University policies and procedures. Serves as a liaison with community organizations, funding source program and contract officers, institutional research agencies, such as NIH, NSF, HRSA, PCORI. Oversees post-award activities for sponsored projects to ensure they meet grant specifications and are consistent with award requirements.

Required Minimum Qualifications: Bachelor's degree and four (4) years of proposal/contract/research project development experience; OR master's degree and two (2) years of proposal/contract/research project development experience.

Skills and Knowledge: Excellent organizational, interpersonal, and verbal and written communication skills. Knowledge or experience with research regulations and compliance. Skills in budget planning and development. Ability to effectively interact with a broad community of faculty/staff, researchers, scientists, strategic partners, project coordinators, as well as state and federal funding agencies.

Preferred Qualifications: Advanced degree in public health or related field. Grant writing/proposal development experience for submission of NIH, NSF, HRSA, PCORI, or similar research grant applications. Experience leading/coordinating a writing team for one or more large scale proposals. Experience in preparation of interim and final sponsor grant reports and manuscripts for publication in medical or scientific journals. Experience in strategic partnership development.
