Duties

This position is located in the e Knowledge Management Section (KMS) of the Executive Office (EXO) within the Antitrust Division (ATR). EXO is a very dynamic and fast paced office, delivering the professional management services that power ATR's people and mission. Within EXO, KMS handles enterprise information management through Records Management and Library Services. This position is responsible understanding business processes, leading, and maintaining the change to electronic records, and developing, implementing, administering & operating a modern records management program.

As a Records and Information Management Specialist, responsibilities of this position will include, but are not limited to:
Providing direction in the comprehensive evaluation and analysis of records management. Administering a yearly training program for Division records liaisons. Working with the team lead to identify procedures and methodologies that improve the effectiveness and efficiency in the life cycle management of ATR records and documentation (creation, organization, retention, maintenance, processing, use, access, release, safeguarding, declassification, and final disposition). Recommending the implementation of policies, procedures, and guidelines to facilitate achievement of the Division's records management activities and goals. Maintaining and monitoring an integrated records management system that affects policies and programs throughout ATR. Implementing changes to improve the efficiency of the Division's systems of records, which are used to document the Division's organization, functions, policies, decisions, and activities. Developing tools that promote effective coordination of decentralized records management activities to ensure the accessibility and security of ATR information. Assisting Division records staff in the proper management of records, including developing new and revising existing records schedules; retiring noncurrent records to the Division's records warehouse or the Federal Records Center; and transferring permanent
records to the National Archives and ensuring appropriate disposal of temporary records. Coordinating and collaborating with the Division's Technology Directorate on complex IT projects involving records life cycle management. Developing policy and technical program administration of the electronic records management program functions. Developing electronic file plans to support all Division functions related to record keeping. Preparing reports and/or written analyses regarding DOJ and Division policies and positions on difficult or complex records management matters. Performing other duties as assigned. This position is represented by the American Federation of State, County and Municipal Employees, Local 3719, AFL-CIO. This is a full-time, non-supervisory permanent appointment in the competitive service, subject to a one-year probationary period in accordance with 5 C.F.R. 315.801. The Antitrust Division participates in the E-Verify program.

Qualifications

To qualify for this position at the GS-12 level, your resume must reflect at least one year of specialized experience equivalent to the GS-11 level. Specialized experience is experience that has provided you with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described above, and that is typically in or related to this position being filled. This experience must be identified in your resume.

Examples of qualifying specialized experience at the GS-11 level include:
Drafting records and information management policies for an organization and developing plans for policy implementation; Modernizing records management functions by managing the transition of paper records to electronic records; Transferring permanent records to the National Archives and ensuring appropriate disposal of temporary records; and Monitoring and overseeing usage of a records management database.
To qualify for this position at the GS-13 level, your resume must reflect at least one year of specialized experience equivalent to the GS-12 level.
