The Procurement Analyst position is located in the Department of Administrative Services (DAS), Procurement Management Division (PMD).This position will report to the Supervisory Procurement Analyst in the Procurement Division. The PMD manages a comprehensive procurement program for the federal judiciary. The incumbent will be responsible for initiating, developing, and recommending new contracting policies and procedures for inclusion in The Guide to Judiciary Policy as well as the development of internal PMD procurement policies and procedures. Additionally, the incumbent will provide ad-hoc procurement policy guidance and support to Judiciary procurement personnel both at the AO and nationwide. The ideal candidate must have experience related to procurement operations, best practices, policy development, and implementation.

The duties of this position include, but are not limited to:
Conducting reviews on all types of contract actions and documents such as acquisition strategies, requirements, solicitations, awards, or justifications/approvals for compliance with procurement laws, regulations, policies, and procedures.
Updating and maintaining the Guide to Judiciary Policy (Vol. 14) and other procurement policies and manuals.
Developing and implementing internal controls and PMD procurement policies and procedures.
Providing procurement policy advice and support, including review of special procurement delegation requests to judiciary procurement staff.
Performing management and oversight of the Judiciary's Government Purchase Card program.
Providing acquisitions/procurement advice and support for the Judiciary Integrated Financial Management System (Momentum).
Analyzing and resolving issues involving procurement programs, processes, policies, and/or procedures.
Serving as Contracting Officer's Representative for procurement support contracts.
Conducting procurement training for judiciary personnel (i.e., in-person, virtual, hybrid formats), including development and maintenance of online training courses.
