Position Overview:
This role is situated within the Department of Homeland Security, specifically in the U.S. Customs and Border Protection, United States Border Patrol, Mission Support Logistics.
Key Responsibilities:
As a Procurement Operations Analyst, you will play a vital role in supporting Homeland Security initiatives by providing procurement guidance and support to program officials. Your contributions will facilitate the acquisition of systems, services, equipment, and supplies essential for the mission of the United States Border Patrol (USBP).
Primary Duties:
- Assessing and evaluating purchase requisition packages and procurement contracts for accuracy and completeness.
- Utilizing the System Analysis Program (SAP) and Invoice Processing Platform (IPP) to reconcile vendor submissions.
- Generating Goods Receipts or Service Entry Sheets to streamline invoice processing.
- Offering advice to the Contracting Officer and program officials regarding documentation preparation, data collection, property management, and necessary modifications.
Compensation:
This position offers a salary range starting at $117,000 (GS-13, Step 1) up to $153,000 (GS-13, Step 10).
Eligibility Requirements:
- U.S. Citizenship is mandatory for this position.
- Males born after December 31, 1959 must be registered with Selective Service.
- Candidates must have primary U.S. residency for at least three of the last five years.
- A background investigation will be required.
Qualifications:
To qualify for the GS-13 grade level, candidates must possess at least one year of specialized experience equivalent to the next lower grade level, which includes:
- Document review and writing, as well as participation in collaborative meetings to achieve consensus.
- Ensuring appropriate funding lines are utilized and available for payment.
- Monitoring performance periods and establishing schedules to ensure timely awarding of follow-on contracts and Interagency Agreements.
- Facilitating the creation of Statements of Work (SOW), Performance Work Statements (PWS), or Statements of Objectives (SOO).
Additional Information:
- All new federal employees must complete a one-year probationary period.
- This position requires obtaining and maintaining Contracting Officer's Representative (COR) Level II certification within 18 months of placement.
