Job Title: CPIC Consultant (Capital Planning and Investment Control)
Job Overview: The Capital Planning and Investment Control (CPIC) Consultant plays a critical role in helping federal agencies manage their IT investments in accordance with OMB guidelines and federal regulations. This position involves working with federal leadership to develop, implement, and oversee CPIC processes that ensure the efficient and compliant use of government resources. The CPIC Consultant assists in the planning, analysis, and evaluation of IT investments, ensuring that they align with agency goals and regulatory requirements, while providing value to stakeholders.
Key Responsibilities:
CPIC Process Development and Implementation:
- Lead the design, development, and implementation of CPIC processes that align with OMB Circular A-11, A-130, and other relevant guidelines.
- Work with agency stakeholders to ensure that the CPIC process is embedded into the organization's decision-making and governance frameworks.
- Support the creation of Capital Investment Plans and ensure that investment decisions are supported by data-driven analysis.
IT Investment Portfolio Management:
- Assist agencies in managing their IT investment portfolios, ensuring that investments align with strategic goals and provide value to the organization.
- Analyze current and proposed IT investments to determine cost, benefit, risk, and performance metrics.
- Ensure that the portfolio of IT investments complies with federal policies, including OMB's IT Dashboard reporting requirements.
OMB Exhibit 300 and 53 Preparation:
- Lead the preparation and submission of OMB Exhibit 300 and Exhibit 53 documents, which provide detailed information on the agency's IT investments.
- Ensure that all submissions meet OMB's requirements and deadlines and are aligned with the agency's broader goals.
- Work with various departments to collect, analyze, and report accurate investment data, including budgetary and performance metrics.
Investment Analysis and Business Case Development:
- Perform cost-benefit analyses, risk assessments, and alternatives analysis for current and future IT investments.
- Help develop business cases that justify new investments or continued funding for existing projects, ensuring that they are aligned with agency priorities.
- Provide recommendations on which investments should be pursued, adjusted, or discontinued based on their potential impact and alignment with strategic objectives.
Performance Measurement and Monitoring:
- Develop and implement performance metrics to measure the success and value of IT investments throughout their lifecycle.
- Monitor the ongoing performance of investments and ensure that they meet planned outcomes related to cost, schedule, and performance.
- Provide regular updates to agency leadership on the status of key investments, including identifying areas where adjustments may be necessary.
Compliance and Reporting:
- Ensure that the agency's IT investments comply with federal laws and OMB guidance, including the Clinger-Cohen Act, FITARA, and other relevant policies.
- Coordinate the preparation of OMB IT Dashboard reports, ensuring that they accurately reflect the agency's IT investment portfolio.
- Work closely with federal auditors and review bodies to provide documentation and evidence of compliance with CPIC requirements.
Risk Management:
- Identify and assess risks associated with IT investments and recommend strategies for mitigating these risks.
- Help agencies develop and implement risk management plans to ensure that risks are actively managed throughout the lifecycle of each investment.
- Provide guidance on risk-adjusted cost-benefit analyses to ensure that investments are balanced between potential gains and risks.
Collaboration and Stakeholder Engagement:
- Work with agency leadership, IT teams, financial analysts, and other stakeholders to ensure alignment between IT investments and strategic goals.
- Facilitate workshops and meetings with stakeholders to gather input on investment strategies, priorities, and governance.
- Build strong relationships with federal clients, understanding their unique challenges and needs, and tailoring CPIC processes to deliver value.
Training and Knowledge Transfer:
- Provide training to agency staff on CPIC processes, including the preparation of business cases, the development of performance metrics, and compliance with OMB guidelines.
- Develop and deliver training materials that help agency staff understand the importance of CPIC and how to effectively manage IT investments.
- Ensure knowledge transfer through documentation, workshops, and mentoring to build internal CPIC capabilities within the agency.
Continuous Improvement of CPIC Processes:
- Regularly review and evaluate the effectiveness of CPIC processes and recommend improvements to enhance efficiency and alignment with agency goals.
- Stay informed about changes in federal regulations, policies, and best practices related to CPIC and advise agency leadership on necessary adjustments.
- Foster a culture of continuous improvement by promoting data-driven decision-making and the adoption of innovative practices in IT investment management.
Key Qualifications:
Educational Background: Bachelor's degree in Business Administration, Finance, Information Technology, Public Administration, or a related field. Master's degree in Business Administration, Public Policy, or a related discipline (preferred).
Certifications:
- Project Management Professional (PMP) or Certified Government Financial Manager (CGFM).
- ITIL or Certified Information Systems Auditor (CISA) certification (preferred).
- Federal Enterprise Architecture Framework (FEAF) certification or training is beneficial.
- Certified in Risk and Information Systems Control (CRISC) (preferred for risk management roles).
Experience: 5+ years of experience in capital planning, investment control, or IT portfolio management within a federal agency or government consulting environment. Proven experience in preparing OMB Exhibit 300/53 and ensuring compliance with OMB Circular A-11. Experience working with federal IT governance frameworks, such as CPIC, FITARA, and Clinger-Cohen Act. Strong understanding of federal budget processes and investment management principles.
Technical Skills:
- Proficiency in IT investment management tools such as eCPIC, OMB IT Dashboard, and CPIC automation tools.
- Strong analytical skills and experience with cost-benefit analysis, investment performance tracking, and risk management.
- Familiarity with Enterprise Architecture principles and how they intersect with capital planning efforts.
- Knowledge of IT project management methodologies and tools such as MS Project or JIRA.
