Summary of position:

  • This position will develop, implement, improve, and maintain EHS programs and provide technical expertise to Client’s Irvine site operations team within the scope of responsibility which includes campus construction / contractor safety, utility operations, maintenance, cafeteria operations, and other site services.
  • Actively participate in the analysis of issues presented by collecting inputs from various sources and promote discussion with site staff and contractors to reach agreement on appropriate path forward. Provide input to helps site leadership establish priorities for capital expenditure, maintenance programs, and/or new systems for Safety, Health, and Environmental issues
  • Conduct risk assessments for team activities and drive improvement of current EHS programs to assure compliance of our operations and the safety of employees and contractors in a proactive manner.


Major responsibilities:

  • Oversee the contractor safety program at the Irvine campus inclusive of site operations personnel as well as construction activities (general contractors and their sub-contractors)
  • Partner with project managers, engineers, and other stakeholders to ensure safe and smooth site operations and project execution from design through construction.
  • Develop and maintain EHS standards, policies, systems and programs applicable to area of responsibility
  • Provide EHS leadership and direction for management, professional, technical and support staff in area of responsibility
  • Ensure systems are in place to enable area of responsibility to operate in legal and ethical compliance with regard to EHS issues.
  • Provide business perspective, strategic and tactical direction to develop and implement EHS initiatives for the EHS Long range plan
  • Maintain a broad understanding of local, regional and global EHS regulations and practices for area of responsibility
  • Maintain and update IT reporting databases and generate monthly and quarterly EHS performance reports to area management.
  • Ensures compliance with all applicable local, state, and federal regulatory requirements which include but are not limited to: OSHA's Process Safety Management (PSM) standard (29 CFR 1910.119) and EPA's Risk Management Planning (RMP) rule (40 CFR 68), Mechanical Integrity programs, PCI, DOT, EPA etc.
  • Creates a safety culture by setting direction to reduce or eliminate operations-related injuries or accidents, damage/loss of product or equipment, and unnecessary costs by ensuring that all equipment and facilities are maintained consistent with the safety, security, hygiene and standards set by Client.

Job Accountability:

  • This position is responsible for the safety of employees and contractors, assuring a safe working environment, protect the environment, protect the property, maintain regulatory compliance, maintain EHS programs in compliance with external entities such as government, EHS support to site operations and sister organizations that have construction activity on site.
  • The position is accountable for ensuring site practices, policies, and procedures meet legislative requirements, regulatory compliance, company policy, and performance requirements.
  • The role is expected to determine the adequacy of existing programs, activities, and facilities in terms of acceptable risk. The role is also responsible for providing technical experience.
  • The role has the authority and the expectation to stop any operation that will put in danger the life of employees/contractors or that could affect Client property or equipment.


Qualifications:

Education:


  • Bachelor Degree in Chemical or Mechanical Engineering, (i.e. BSChE, BSME), Bachelor Degree in Science or Industrial Safety or related field.


Experience:

  • At least five (5) years of combined experience managing environmental, health and safety programs to assure compliance with government regulations and company policies.

  • Must be eager to participate in the development of new ideas and/or improving existing ones. Should have good situational awareness and be mentally alert with a good capacity for evaluation, analysis and problem solving.
  • Must have the ability to focus, develop plans, cope with stress, and use judgment to accomplish results.
  • Strong interpersonal skills and collaborative mindset are needed with a wide variety stakeholders (project managers, tradespeople, customers, etc).
  • Ability to actively listen, build and maintain effective working relationships with colleagues and stakeholders, and resolve conflict with positive outcomes.


Physical; Walking, sitting, climbing ladders/stairs, and standing.

  • Ability to work with computers, database, and integration of information tracking systems. Fluent in English, both orally and writing. Fluency in Spanish is desired but not required.


General Knowledge:

  • General knowledge of Quality regulations and standards affecting chemical, biological and medical devices (i.e. Quality Systems and FDA regulations) is desirable. Position requires knowledge on local, state, and OSHA and EPA regulation.
  • Also, general understanding of general industry safety and health standards (NIOSH, ANSI) is required.
  • Individual shall display knowledge on the design, requirement and use of equipment, facilities and/or process safety devices such as: relief valves, flame arresters, fusible links, etc. and shows expertise in construction safety.
  • Display broad knowledge of related disciplines to perform an effective performance evaluation.


Problem Solving:

  • The incumbent will apply principles and experiences to solve a variety of environmental, safety and health problems and recommend the optimal solutions considering government and/or state regulations insurance requirements.
  • Needs to rapidly resolve problems under conditions, which may endanger health, equipment and property.
  • Must constantly sell and persuade a positive attitude towards safety to all employees and members of management. Must be capable of assuring reliable operations in a safe environment through the assurance of proper training program, adequate inspections and fast response to emergency situations.


Business Environment:

  • Work is performed at construction sites, in mechanical spaces, as well as in an office environment.
  • Also, work may require flexible schedules at different shifts and extended work hours when performing EHS evaluations and training or when high-risk activities are taking place.

  • Local, State and Federal Inspectors - escort all regulatory agency inspectors. Maintain in contact with Corporate / Division, EHS and Engineering Management (Corporate/Division).


Internal:

  • Daily interaction with managers, supervisors, manufacturing and project engineers and hourly personnel. Implement audits, define, establish, and follow-up environmental, safety, and health corrective and compliance activities.
  • Provide EHS technical assistance and information to Client management, hourly personnel and contractors. Interact with other EHS professionals.
  • Interaction with site Medical Department and Industrial Hygiene personnel, Site Managers, Directors, Managers, and Supervisors.
