The Senior Vice President, Professional & Government Affairs will lead the engagement objectives to develop and maintain productive relations with government entities at the federal, state, and local level to support the National Institute of Building Sciences’ strategic priorities. The incumbent is responsible for developing, implementing, and managing NIBS’s federal and state legislative, regulatory, and advocacy strategies in support of the organizational objectives and strategic initiatives. This position reports directly to the Chief Executive Officer.


ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.


  • Directs efforts to implement legislative and regulatory agenda on Capitol Hill and within the Administration. Leads the development of short-, mid-, and long-term initiatives and government affairs agendas.
  • Manages the implementation of legislative, regulatory, and advocacy strategies to address the dynamic landscape.
  • Advocates NIBS's views on issues to Members of Congress, their staff, and the Administration.
  • Develops and nurtures productive relationships with NIBS members, professional and trade associations, external experts, congressional and government agency officials, members of Congress and their staff, committee staff and key stakeholder groups to advance NIBS’ work.
  • Establishes and maintains relationships with senior elected officials in DC, Maryland, and Virginia, to include but not limited to the Mayor of the District of Columbia and the Governor’s office in Maryland and Virginia.
  • Monitors legislative and regulatory activities of interest to NIBS members. Anticipates trends in the environment that may affect priorities, business, and the work of its members.
  • Briefs NIBS councils and communicates with members on legislative and administrative issues.
  • Creates and manages the Professional and Government Affairs budget, assuming accountability for the financial performance.
  • Attends congressional and executive branch hearings and meetings.
  • Strategically seeks and creates opportunities to advance NIBS objectives and strategic goals.
  • Coordinates with Senior Vice President, Technical & Government Solutions on potential business opportunities resulting from interactions with federal and other government entities and representatives.
  • Engages Senior Vice President, Technical & Government Solutions in strategic plan development.
  • In collaboration with the Chief Executive Officer, ensures effective communications strategies are in place for NIBS’s practice and advocacy efforts with NIBS members, policymakers, stakeholder groups, and other key audiences. Serves as a company spokesperson on government affairs topics.
  • Drafts legislation position material as required.
  • Drafts speeches, statements, position papers, and correspondence, as appropriate. Interfaces with Marketing & Communications group to provide relevant points, articles, and pictures for social media.
  • Collaborates effectively with NIBS members and other professionals on NIBS committees, councils, advisory groups, and other volunteer entities.
  • Represents NIBS at meetings of outside groups and coalitions.
  • Speaks at NIBS member events and meetings on legislative issues.
  • Conceives, develops, implements program topics for NIBS workshops, meetings, forums, and events, including NIBS Legislative Day, and education courses as needed.
  • Identifies and anticipates legislative and regulatory activities of interest to NIBS members.
  • Develops, directs, and advises senior staff on strategies to achieve policy objectives. Advises Board of Directors, leadership, and staff on trends that impact NIBS business, programmatic activities, and legislative, regulatory, and advocacy strategies.

EDUCATION and/or EXPERIENCE


  • A bachelor’s degree in a relevant area is required, advanced degree a plus.
  • A minimum of fifteen years’ experience in a leadership role that combines federal and state government affairs and stakeholder relations.
  • Proven experience setting and administering strategic priorities and developing and managing departmental budgets.
  • Successful track record in building key relationships and coalitions and accomplishing major legislative, regulatory, and advocacy goals.
  • Demonstrated experience engaging with congressional staff on Capitol Hill and the Administration.
