Project Summary:

The USAID El Salvador Monitoring, Evaluation, and Learning (MEL) project provides monitoring, evaluation, learning, and knowledge management support services to USAID operating units (OUs) in the Central America region, including USAID/El Salvador; the USAID/Central America and Mexico (CAM) regional Mission; regional bilateral Missions in Guatemala, Nicaragua, Honduras, and Mexico; and USAID/Washington-based bureaus and offices operating in Central America. These services will enhance USAID’s regional MEL capacity and evidence base to guide activity design; facilitate learning and adaptive management for USAID and its partners. This project will play a pivotal role in measuring and understanding the effectiveness and impact of USAID’s programming on the drivers and overall reduction of irregular migration to the United States.

Position Summary:

The Third-Party Monitoring (TPM) Lead will be responsible for leading project work related to the components focused on third party monitoring for specific tasks. The TPM Lead will be based in El Salvador and other countries in Central America or the U.S., depending on the scope of the task.

Responsibilities:

Manage TPM, including tool design, data collection, processing, evaluation, and reporting, as well as staff training. Support Mission staff on conducting DQAs and supervise the DQA process. Collect and review third-party data on cross-cutting issues such as gender and social inclusion, youth, and migration. Identify, collect, and review relevant context indicators at the national, departmental, and municipal level. Coordinate in the planning and execution of the TPM, including developing data collection tools, data collection schedules, the selection and training of data collectors. Guide the data collection process, which will include personally interviewing key informants, conducting focus group discussions, ensuring site inspections and photo taking as well as supervising data collectors in the administration of mix method questionnaires. Develop the template for an analytical database (such as SPSS, STATA, Epi Info, SAS etc.) for data entry. Ensure high data quality during data collection, data cleanup, analysis, and field site visit reports. Conduct data review using analytical software, which may include determining level of significance as well as testing for hypothesis. Develop the draft TPM report in English and finalizing the report after inputs have been made by key stakeholders. Develop and execute data analysis plans for discrete tasks based on Tetra Tech/MSI’s analytical framework for effective humanitarian assistance. Conduct desk reviews to understand interventions, M&E tools, beneficiary groups, and local contexts to inform monitoring site selection and data collection. Contribute to the development of quantitative and qualitative data collection instruments in consultation with EnCompass staff or subcontractor staff responsible for data collection. Develop coding frameworks for the review of qualitative data using qualitative software and use these frameworks to understand the qualitative data collected by the project. Synthesize qualitative and quantitative information to tell a concise and coherent story about what is happening at a site. Use quantitative software (Excel, SPSS, STATA or R) to process raw data and organize the preparation of data set codebooks. Use qualitative software (AtlasTi, NVivo or similar) to organize information, codify it, and later examine it. Contribute to drafting DQA reports in collaboration with EnCompass staff. Help the team identify gaps in data collection approaches. Contribute to evaluation design, review, and report drafting as needed. Assist in the presentation of findings, conclusions, and recommendations to program stakeholders as requested.

Qualifications:

Bachelor’s degree in international development, statistics or economics or related field with a minimum six years of experience required. Master’s degree with minimum four years of experience is a plus. Minimum five years of experience in the design of quantitative and qualitative data collection methodologies, including surveys instruments and interview questionnaire, required. Minimum five years of experience designing and implementing monitoring and evaluation plans for international development projects required. Experience with USAID projects preferred. Experience designing AMELPs and providing ongoing monitoring preferred. Experience designing performance indicator reference sheets and in implementing the related data collection strategy preferred. Experience supporting performance evaluations of international development projects preferred. Experience working in Central America and/or in nonpermissive environments preferred. Familiarity with current USAID policies related to evaluation and performance monitoring management preferred. Strong communication and collaboration skills required. Fluency in English and Spanish required.

The anticipated pay for this position is $125 to $750 USD daily.
