As a Subsurface Utility Engineering Technician II, you will utilize Subsurface Utility Engineering (SUE) practices in infrastructure management and construction activities to promote safety, reduce construction-related costs, minimize service outages, and enhance project efficiency by providing accurate, reliable data on the location and condition of underground utilities that impact project development.

You will utilize Ground Penetrating Radar equipment as a supplemental tool to achieve a higher industry standard deliverable on assigned design projects.  You will utilize underground utility line locating equipment to identify and mark the precise location of Port owned conductive utilities and ensure utility markings are compliant with RCW 19.122 for all service requests executed and marked in accordance with American Public Works Association (APWA) color coding.  You will review RCW 19.122 regularly and ensure contractors and management are informed of violations, and industry concerns.  You will identify, obtain, and record utility attribute details where feasible to incorporate into Port utility record drawings. You will also work with Port Survey and Mapping staff to provide utility detail updates and make corrections to utility record drawings.  You will capture, organize, and store photos for all utility locate markings on Engineering hard drives to hedge against contractor liability claims. You will also deliver project site data and photos to management on a timely, regular basis. You will notify management of locate assignment completions and close outs. You will also keep contractors, construction inspectors and management informed of job progression and unique project challenges.  You will schedule meetings with Port mapping staff to review utility project data sets and you will also work with AutoCAD technicians to make utility data corrections. You will make additional job-site visits to address utility questions and provide support to mapping staff through the quality assurance phase to final record drawing updates and project close-out.

Who you are:

Experienced – You have three (3) years of electric, communication, fuel and water systems locate experience and one (1) year in ground penetrating radar locate experience. Desired – We hope you have experience in locating underground utilities at Waterfront Terminals & Airports, underground infrastructure, Seaport Terminals & Airports & other highly industrialized settings. Technically Skilled – You are proficient in using Microsoft Office products (Word, Excel, Outlook, Teams) and ability to edit .PDF files for creating utility markup files for AutoCAD technicians. You have experience with utilizing basic hand and power tools. Analytical – You are proficient in reading and understanding Port utility record data, as-built data, construction and design plans, pothole data sheets, manhole dip sheets, and Port technical records associated to underground infrastructure. Knowledgeable – You have knowledge of RCW 19.122 and laws relating to underground utility location and detection practices, and the 811 Call Before You Dig ticket request system; knowledge of electromagnetic theory and wave propagation, conductive utility system types and materials, Non-conductive utility system types and materials and knowledge of ASCE quality levels and designation distinctions. You also have knowledge of multi-frequency utility line locate devices, metal-detection equipment, ground penetrating radar instruments, and knowledge of interpreting electronic signals from devices and are aware of industry practices relating to utility installation methodologies. What else you need to know: Work Schedule – Your normal work schedule will be Monday – Friday, 7:00 :30 (40 hours per week). Slightly more flexible start and end times are available in this role. You may be required to work any and all assigned shifts, including weekends and holidays. You may be required to work during emergencies. Work Environment – You will walk long distances and traverse uneven terrain and will work around moving traffic while working in inclement weather conditions. You may be exposed to areas of high noise, various hazardous materials, work at heights and/or in confined spaces. You will have to lift 60lb objects such as maintenance hole covers and other heavy objects that may need to be moved or lifted with or without reasonable accommodation during work. Washington State Residency Requirement – Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State. Overtime Eligible – You are eligible for overtime pay in this role. Safety Requirements – You will be required to comply with all work rules, safety, and Personal Protective Equipment (PPE) requirements.  Security Requirements – As the successful candidate, you must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance.
