Returning from a Legat Program 

Applicants are advised to review the Legal Attache Program Professional Staff Policy Guide 0987PG. This policy provides information on topics including, but not limited to, Withdrawal Penalties, pay setting, and service requirements. IA-specific guidance will be incorporated into this PG. In the interim, review the following:

Notwithstanding Sections , , & , IA's returning from Legat Program IA assignments to domestic assignment will have the placement options described below. Placement within a FBIHQ division or field office is at the discretion of the receiving office’s Division Head (or designee).

Permanent GS-15 FBIHQ ASC or UC position:The SIA can compete for positions. To compete for GS-15 positions, the SIA must have passed the LSA; orThe SIA will be laterally reassigned (voluntarily, noncompetitive) at his/her permanent grade to the FBIHQ division to which he/he was assigned immediately prior to the foreign assignment. Reassignment will not result in a career enhancing title ( UC to ASC); orThe SIA may step out of the supervisory position, be reassigned to the highest non-supervisory grade attained, and return to the FBIHQ division to which he/she was assigned immediately prior to the foreign assignment. Permanent GS-15 field SSIA position:The SSIA can compete for positions. If an IA prematurely curtails a foreign assignment for reasons beyond his or her control, the IA will be awarded FBIHQ IA credit for the actual time served, is eligible to receive incentives, and is subject to the employee transfer policy (see the Employee Transfer Policy Guide (1138PG). Examples of reasons beyond an employee’s control include, but are not limited to, loss of medical clearance of the employee or a family member at post; closure of the post of assignment; a draw-down of personnel or family members that materially changes the employee’s household; and other such matters where the employee has no control over the events that are affecting the individual, his or her family, or the post of assignment. Employees who curtail their foreign assignments for medical reasons (employee or family) may request a medical hardship from the AAU, EDSPS, HRD.

If an IA prematurely curtails a foreign assignment for reasons within his or her control, the IA will be awarded FBIHQ IA credit for the actual time served, is not eligible to receive incentives, is subject to the Employee Transfer Policy Guide (1138PG), and, except at the discretion of the AD of IOD (for reasons documented by the AD in writing), may not be recommended for future assignments in the Legat program. Examples of reasons within an employee’s control include, but are not limited to, performance or administrative deficiencies, premature departure due to selection for another competitive position to which the employee applied, premature departure due to acceptance of a PRL transfer, and other situations that are deemed not to be beyond the employee’s control.

All employees in the IOD and/or Legat COCOM Program, regardless of their assignment, are subject to TDY Assignments anywhere in the world where qualifications, skills, or backgrounds are required, at the sole discretion of IOD Management.

This position is designated as “emergency”. As an “emergency” employee, you may be expected to report to work during periods of adverse weather conditions or other types of emergency situations when it is announced that an “unscheduled leave policy” is in effect or that federal agencies are closed in your immediate vicinity.

Additional selections may be made from this announcement to fill positions within the same division when the position includes substantially the same duties, responsibilities, and qualifications.

Key Requirements:
• Selectee will be required to complete form FD-887, Request for Access to Sensitive Compartmented Information (SCI)
• Have had at least a “Successful” or “Consistent Performer” on the last three performance appraisal ratings
• Complete the FD-918, Worldwide Mobility Agreement
• Maintain or is eligible to maintain a Government Travel Card
• Possess a valid and unexpired license to operate a motor vehicle
• Required to attend pre-deployment training on a schedule dictated by the needs of the FBI (certain training may require significant physical exertion over steep and uneven terrain)
• Maintain conduct abroad at all times in accordance with Bureau standards and travel both domestically and internationally from the assigned Legat office in support of FBI administrative and/or investigative requirements.

Major Duties GS-14:
• Initiate and coordinate collaboration with FOs and FBIHQ divisions, in order to further the FBI’s GPS, TRP, and IPM
• Engage in threat analysis and forecasting regional threat issues, in order to identify threats and opportunities and inform substantive units at FBIHQ and FOs
• Advise LEGATs and IOD EM on intelligence activities in Legats and working with foreign partners
• Provide oversight and subject matter expertise to improve the quality and effectiveness of the Legat’s intelligence program
• Maintain awareness of collection posture and provide guidance/recommendations to optimize collection against CI threats, to include drafting DI-approved products
• Drive collaborative intelligence production with foreign partners, when appropriate, using DI-approved products
• Draft or co-author DI-approved strategic products that support the Legat, FBI, and USIC
• Draft, coordinate and disseminate raw intelligence information
• Facilitate intelligence sharing by coordinating with internal and external foreign partners and OGA entities
• Meet and regularly coordinate with appropriate FO and FBIHQ division consumers to proactively identify and address relevant areas for program improvement, training, and threat briefs for OGA and foreign partners
• Liaise with senior intelligence counterparts and represent the LEGAT at meetings and briefings, when appropriate.

Qualifications and Evaluations
This is a term, NS GS-14 position; therefore, only GS-15, GS-14, and GS-13s who are eligible for a non-supervisory GS-14 in the 0132-job series will be considered for this position. - IA supervisory experience of at least 90 consecutive days
- Multiple programs experiences (CT, CI, Cyber, Crim, WMD)

Specialized Experience (SE)
SE is defined as:
- Experience leading initiatives, teams, or programs
- Experience in a wide variety of analytical techniques used to determine and communicate trends and patterns
- Liaison and collaboration with USIC, law enforcement and FBI operational divisions
