About CollMC:

The Cyber Collection and HUMINT Operations Unit in Cyber Division has one (1) vacancy for a permanent non-supervisory GS 13/14 Intelligence Analyst position located in Chantilly, VA. The Collection Management Coordinator (CollMC), is an integral part of the success of the Collection Management function within the CyD. The CollMC serves as the primary coordinator in the collaborative process through which CyD maximized collection efforts to address collection requirements, directives, or gaps which represent critical information needed to inform threat mitigation. The CollMC works across the intel program and with the Threat Analyst to help provide a detailed and objective perspective on sources and source reporting impacting a division’s collection capability against cyber threats. The CollMC will help identify new collection opportunities to address emerging or cross-programmatic threats and highlights successful collection efforts across threat issues or programs.

Permanent candidates or candidates that complete two (2) years in the National Capital Region (NCR) while on term assignment may be eligible to receive this one-time relocation incentive. For permanent positions, the selectee will receive transfer orders (including a cost transfer, if applicable) through the Assignment and Allocation Unit (formerly known as Transfer Unit) and will report within 90 days. Permanent candidates who meet the eligibility requirements to receive this one-time Relocation Incentive would receive the greater of (a) 25 percent of their base salary or (b) $25,000.

Key Requirements

Must be a current, permanent FBI GS 13 IA, non-supervisory GS 14 IA, or GS 14 SIA. IA candidates must be eligible for a move and must have completed the probationary period as well as, completed 1 year in current position by the closing date of this posting.  Must be able to obtain an SCI clearance, which will require the completion of multiple forms.

As a CollMC IA you will:

Provide guidance and direction pertaining to collection matters as well as resolve project issues and potential challenges. Review collection analysis, ensuring production adheres to all policies and guidelines. Serve as the point of contact for FBI cyber requirements. Identify and research new avenues of intelligence activity that are national and international in scope. Inform the cross-programmatic opportunities for collection against cyber threats and cyber enabled activities. Evaluate and assess current division wide source capability against existing or emerging CyD threats.

Specialized Experience: 

GS 13:

Produce self-initiated strategic finished intelligence products for intelligence dissemination and executive awareness to include talking points and white papers. Evaluate a program or case involving complex and/or conflicting priorities, and provide recommendations to executive management. Complete operational planning, targeting and vetting, based upon effective interaction with the policymakers, intelligence and law enforcement communities. Research a major geographical area or technology issues with world-wide implications.

GS 14 (In addition to the above):

Plan, prepare, and present written and oral briefings to senior internal and external customers and analytic counterparts on significant intelligence issues; clearly articulates complex concepts to non-expert customers and tailors the product to correspond to customer needs. Address analytic gaps and points of disagreement. Cultivate, and maintain collaborative working relationships with colleagues, experts, IC members, policy committees, and law enforcement agencies, as appropriate, and leverages these relationships to share information of interest.

Limited Movement : Policy has been implemented wherein support employees entering a position through a competitive OR non-competitive action may be precluded from moving to another position within the Bureau by means of reassignment or change to lower grade for a minimum of 12 months.  HRD will waive this limited movement policy for qualified employees, who have received an official notification letter that their current position is being relocated to Redstone Arsenal in Huntsville, Alabama by 2024, so those employees can compete for a position elsewhere.   Probationary employees are precluded from being considered for all job opportunities until 12-months of their 24-month probationary period has concluded. Probationary employees may be considered for competitive vacancies that are advertised within their respective division or field office after serving 90 days within the FBI. Candidates will not be considered if currently on a Performance Improvement Plan (PIP); a Letter of Requirement (LOR); or have failed a PIP or LOR and are currently awaiting the final action by HRD.

Relocation expenses  MAY be borne by the FBI. Candidates receiving a transfer of physical location, whether at the expense of the FBI or not, will be required to complete a one-year commitment to the assignment, prior to moving to a new position at the FBI.
