Job Description

Turner & Townsend is seeking an experienced  Senior Cost Estimator / Quantity Surveyor   to provide estimating, benchmarking & commercial management services on a global technology client’s massive data center construction program onsite in Saint George, SC.


Responsibilities: 

Manage key relationships with the client, stakeholders and other consultants. Develop cost plans and project capital estimates through the design phase, delivering updated cost plans at appropriate design milestones. Prepare cost reports and estimate packages, and regularly present to stakeholders. Provide commercial input to design optioneering and input into value engineering exercises. Manage cost checks and carry out valuations on larger projects. Complete timely, accurate cost checking and valuation processes. Provide estimate and cost planning to include producing and presenting the final cost plan with the client, general contractor, and project team. Review contractor and subcontractor pricing and leading negotiations on behalf of the client to drive fair contract prices. Margin levels and monthly fee/resource forecasts are kept track of on all commissions. Lead the commercial review of the competitive bid process for major trades. Benchmarking integration to ensure accurate data capture. Communicate or meet with general contractor and owner project manager to gather status information to prepare a cost estimate update. Prepare written comments to the general contractor’s submissions, including the executive summary. Coordinate all sources of cost information for cost discussions and suppliers direct from NPA, subs, quantities from A/Es, Inform and drive engineering priorities based on cost impact. Work proactively with minimal supervision to resolve scheduling issues. Knowledge management – Ensuring that key information and learning generated from each commission is inputted into internal databases and shared. Process improvement – Identifying and acting upon ways to improve internal systems and processes. Financial management – Utilizing the tools provided keep track of the ongoing margin levels and monthly fee/resource forecasts for each commission. Review and participate with the design services team and general contractor, in the development of the cost estimates. Reconcile changes that occur over the planning phase and assist the general contractor to ensure that their data is accurate. Quality Control – Ensuring compliance with quality standards and participation in ISO audits. Line management responsibilities are effectively discharged. Business development opportunities with existing and new clients, including cross- selling opportunities, are identified and acted upon. Lead proposals for new work or variations for existing projects.

Qualifications

Demonstrated estimating experience including time spent in mission critical, pharma, industrial or life science sectors. Data Center construction experience is strongly preferred. Demonstrated experience of developing estimates throughout the project lifecycle.  Confident reviewing Mechanical and/or Electrical Subcontract packages and buyout. College degree in Engineering, Construction Management or a related technical field, and/or field-related experience.  Excellent communicator and thrives in a client facing role.  Technical knowledge of construction industry matters, such as value management and value engineering.  Excellent stakeholder management skills with ability to adapt messaging to suit the recipients.
