Job Description:   Summary

The Department of Family and Community Medicine is seeking a Senior HR Operations Associate to oversee, manage and lead Human Resources functions of the Department. The ideal candidate will focus on developing strategies for implementing processes to improve the efficiency of the HR operations in our department.

 

This position may be eligible to work a hybrid work arrangement within the Greater Houston, TX area after an onboarding and training period.  The work location is Kirby Drive.

Job Duties
  • Provide management and oversight of HR operations for the department.
  • Primary point of contact for all HR functions for the department. 
  • Develop strategies for implementing processes to improve the efficiency of the HR operations in our department.
  • Provide leadership in the implementation of system strategies that promote optimal workforce job satisfaction and engagement; managing end to end projects and processes ( program planning, change management, training and development programs).
  • Manage the human resources activities for the department, including hiring, terminations, salary and disciplinary actions, on-boarding, orientation and off-boarding activities.
  • Assigns work to other HR operations coordinators.
  • Responsible for Faculty recruitment and promotion processes working closely with the department faculty development director.
  • Prepare and route faculty employment agreements, faculty appointment letters, faculty promotion packets.
  • Work closely with department HR operations coordinators to ensure consistency and compliance with BCM HR policies and procedures.
  • Coordinate with HR recruiters to identify recruitment resources, work with BCM Marketing department to assure marketing standards are followed, edit and place ads, arrange for payment, email faculty and residents when openings occur STFM, AAFP, TAFP, Annals etc.
  • Lead the assessment, design and evaluation of talent development initiatives to enhance the employee experience within the Department.
  • Implement workforce engagement and retention strategies in alignment with organization objectives.
  • In partnership with the department leadership and College HR Business Partner, analyze and recommend actionable solutions based on employment-related metrics and reports. 
  • Serve as HR resource to chair and administrator – compliance with policies and procedures.
  • Provide HR operational knowledge and guidance to employees and managers, including partnering with Employee Relations and advising on HR matters.
  • Proactively monitor and analyze equity in compensation application and partner with central Human Resources and department leadership to appropriately manage and address.
  • Manage workforce retention strategies.
  • Provide strategic oversight and guidance to ensure departmental goals are met.
Minimum Qualifications
  • Bachelor's degree. 
  • Four years of relevant experience. 
Preferred Qualifications
  • Bachelor’s degree in business administration or a related field.
  • Master's degree in Human Resources or MBA, MPH, or MHA and two years of relevant experience will also be considered.
  • Intermediate MS Office experience.
  • Five years of directly relevant administration experience.
  • Must be able to communicate effectively, both orally and in writing, and be able to deal tactfully and courteously with faculty and staff.
