This is a hybrid remote/in-office position. The majority of time will need to be spent on campus to interact and oversee student employees serving the UT Regional Security Operations Center (UT RSOC), but remote work is allowable as is reasonable or suitable to the work being performed. The UT RSOC, as envisioned by Texas Senate Bill 475, passed in the 87th Session of the Texas Legislature, and codified in Texas Government Code Chapter 2059, Subchapter E, will be focused on delivering a variety of cybersecurity services to various non-profit and/or government funded entities throughout the state (e.g., ISDs, municipalities) to raise awareness, improve security posture and resilience, etc. for entities that otherwise might not have much to work with. The UT RSOC will also provide a fantastic new experiential learning space for students to both provide important cybersecurity services across the state and develop valuable, concentrated cybersecurity experience for their futures and serve as an anchor for an eventual applied cybersecurity degree program. This position is funded by a grant from the State of Texas. Continued funding beyond the term of the grant is expected but is not guaranteed beyond 8/31/2026.

The RSOC Manager will report to the UT Austin Chief Information Security Officer and will be primarily responsible for operating and expanding the reach and impact of the UT RSOC. The UT RSOC will also support other RSOCs in Texas and the RSOC Manager will have a responsibility in ensuring quality service delivery and identifying new service opportunities.

The RSOC Manager will lead a team of full-time staff (e.g., outreach coordinator, training coordinator, program manager) who will support basic operations for the UT RSOC. The RSOC Manager will also oversee 25-60 part-time student staff members who will be the primary service delivery arm of the UT RSOC. The RSOC Manager will be responsible for ensuring that student employees are properly trained and equipped to effectively serve in the UT ROSC.

The RSOC Manager will also coordinate with a team of engineers operating out of the UT Information Security Office who will be delivering cybersecurity services to the UT RSOC (e.g., Splunk, Threat Intelligence, Vulnerability Management).

Purpose

To oversee the new UT Regional Security Operations Center (UT RSOC) that will be serving entities across the State of Texas. To lead and mentor the student teams hired to deliver services for the UT RSOC. To help establish UT Austin as the cornerstone for applied cybersecurity in Texas.

Responsibilities

Manage UT RSOC general operations and provide day-to-day direction to UT RSOC teams. Plan, develop, and maintain all program elements for the UT RSOC. Establish appropriate training and mentoring programs to onboard students (e.g., NIST NICE) and to ensure they are continuously growing their skills. Ensure the UT RSOC has a very strong outreach program. Work collaboratively with UT ISO team resources to ensure the RSOC is being effectively served and supported from a security operations standpoint. Collaborate with other Texas RSOCs and the Texas Department of Information Resources to ensure operational success of the UT RSOC. Work with CISO to evaluate and ensure the effectiveness of the UT RSOC. Other related functions as assigned.

Required Qualifications

U.S. Citizen, resident, or officially recognized asylee - Applicant selected will be subject to government security investigation and must meet eligibility requirements for access to classified information at the level appropriate to the project requirements of the position. A minimum of 4 years of experience delivering information security services. A minimum of 4 years of experience mentoring and leading teams. Excellent written and oral skills, ability to work closely with multiple groups, manage expectations and track engagement scope. Strong technical acumen with the ability to be operationally conversant. Demonstrated passion for teaching others about information security.

Preferred Qualifications

5-7 Years of operational cybersecurity experience. 3 or more years using Splunk in a cybersecurity program. Experience mentoring and leading student employees or junior employees who require a heavily structured onboarding process to ensure their success. Experience assessing and finding security gaps to help improve security posture. Experience consulting on cybersecurity with a variety of constituencies. Experience in producing metrics to report of the UT RSOC program and impact. Good knowledge of CIS & other industry standard benchmarks and frameworks. Certifications related to security (CISSP, CISM, etc).

Salary Range

$150,000 + depending on qualifications
