To keep and execute effective migrant student recruitment strategies that will help the district to keep
and recruit students for the migrant program. To passionately believe in the value of a McAllen ISD
education and enthusiastically share that vision and belief with the migrant families and students. Update
and keep correct records of all migrant Certificates of Eligibility (ECOE) in the New Generation System
(TXNGS) Educational Records data bank that decides departmental funding to provide District-aligned
supplemental educational support to campus-assigned eligible migrant students who will graduate as
lifelong learners and productive citizens.


QUALIFICATIONS:


Education/Certification:
Associate’s Degree or 48 College Hours, preferred.
High School Diploma or equivalent, required.
Valid Texas driver’s license, required.
Migrant recruiter certificate, preferred (certificate must be obtained within 3 months of employment)
TXNGS certificate, preferred (certificate must be obtained within 3 months of employment)

 

Special Knowledge/Skills:
Ability to communicate effectively, bilingual (verbal and written)
Public speaking skills in English and Spanish
Utilize effective people skills; interpret data, federal and state laws, and policies; organize and coordinate
various district wide services.
Ability to follow oral and written instructions.

Experience:
Two (2) years of experience in public relations, education, or recruitment experience, preferred.
Two (2) years of experience collaborating with parents or adults preferred.

Clerical/Technical Pay Structure:   Pay Grade 4

 

Hourly Pay Range:  

Minimum:   $17.05

Midpoint:    $20.42

Maximum:  $23.79

 

Note:   Starting pay for a new hire in a pay range plan will be determined individually based on each person's job-related experience and salaries paid to peer employees in the same position with similar experience.

 

MAJOR RESPONSIBILITIES AND DUTIES/ESSENTIAL FUNCTIONS:
1. Execute recruitment strategies targeting migrant seasonal farmworker families with school-aged
children that live within the district to attend McAllen ISD.
2. Must be able to interpret state statutes and district policies related to student registration and student
transfers and work with the corresponding departments/campuses to enroll migrant children
expeditiously.
3. Coordinate/attend local and surrounding area events to promote/inform families and school-age
children that live within the district of opportunities that McAllen ISD provides, such as, Fine Arts,
Robotics, Academia, Athletics, and UIL Activities.
4. Attend off-site presentations to daycares, housing authorities, community centers and other community
organizations to promote the McAllen ISD Migrant Education Program in collaboration with the
district student recruitment department.
5. Conduct home visits and canvassing/recruitment activities during flexible hours, evenings, weekends,
etc. to find eligible migrant families that can successfully meet the educational goals of the district.
6. Verify all eligible migrant student information using current and correct data from both Skyward, New
Generation System (TXNGS) and the National Migrant Database (MSIX) for verification of all
required information as prescribed in the Identification & Recruitment Manual (ID&R) of TEA.
7. Conduct face-to-face interviews following TEA protocols necessary to decide and meet eligibility
program goals for the migrant education program that provides District-aligned supplemental
instruction.
8. Complete the required Certificate of Eligibility (ECOE) for each eligible family using the migrant
department protocols that include support documentation that is current, authentic, and verifiable.
9. Make presentations to district parent meetings and community-based organizations and events in
assigned campuses or vertical team areas as shown in District ID&R Master Plan.
10. Maintain up-to-date recruiter work calendar, mileage and travel logs, meeting agendas, etc. in proper
files for auditing purposes.
11. Work collaboratively with district departments to promote events targeting migrant families of school-aged children.
12. Keep the Migrant Education Coordinator informed of daily, weekly, or monthly promotional events or
other related matters pertaining to migrant student recruitment.
13. Interpret, develop, and keep data pertaining to student recruitment, i.e. TXNGS reports, new-to-the-district reports, etc. Analyze trends in recruitment and retention programs; develop strategies for recruitment program evaluation.
14. Assist Migrant Coordinator and other migrant staff in linking social service providers to the identified
needs of migrant families as well as District-aligned curriculum and grade-level state assessment
support.
15. Assist Migrant Coordinator with all Migrant Parent Advisory Council (MPAC) and regular parent
meetings with respect to transportation and childcare needs as considered necessary.
16. Participate in and pass all Region 1 trainings and on-line testing requirements to obtain migrant
recruiter and New Generation Systems (TXNGS) certifications as required by the Texas Education
Agency (TEA).
17. Adhere to timelines for enrollment, educational, health and withdrawal data received and transmitted
into the NGS data bank within the prescribed deadlines of the TEA/TXNGS Manual that ensures
District-aligned supplemental migrant student educational interventions and grade-level state
assessment attainment.
18. Maintain correct and current alphabetized files by schools and/or names of migrant students' ECOEs
and NGS support documentation that corresponds with the TXNGS Manual Quality Control checklist
for yearly auditing and compliance purposes.
19. Find inaccurate or incomplete migrant student data on Skyward from assigned campuses/vertical team
no less than monthly for the purpose of providing correct District-aligned supplemental academic and
social service interventions.
20. Aid the assigned part-time professional migrant tutor in monitoring migrant student grades,
attendance, and discipline reports per six weeks for the provision of District-aligned supplemental
academic services by corresponding migrant support staff.
21. Monitor migrant support staff time schedules related to supplemental academic services aligned with
the professional tutor’s recommendations for each migrant priority for service and regular migrant
student.
22. Identify and code migrant students in Skyward within two (2) days of receipt of approved ECOE from
the District reviewer to assure accuracy in funding data as well as facilitate prompt migrant-funded
academic supplemental interventions.
23. Monitor Skyward activity reports of assigned campuses/vertical team weekly for withdrawal
information of any eligible migrant student for entry into NGS terminal within prescribed deadlines.
24. Work with assigned campus PEIMS clerk, counselors, part-time migrant staff etc. in an advocacy role
on behalf of high school migrant students for correct course scheduling, class assignments, makeup
work, credit consolidation or recovery, etc. as appropriate.
25. Monitor and enter all migrant-funded summer school grades and credits into the TXNGS terminal
within the prescribed deadlines to aid the professional tutor in deciding accuracy of migrant student
transcript that supports on-time graduation and reduction of the drop-out rate.
26. Monitor, record, and input Special Education data, Medical Alert and immunization data, and Limited
English Proficiency/LEP data of migrant students into the terminal within the prescribed deadlines of
assigned campuses/vertical teams to decide proper campus and migrant support.
27. Monitor and run the Alternate Student ID Number Report within the prescribed deadlines to
verify/correct missing or incorrect numbers necessary for the district’s PEIMS snapshots of the
migrant population.
28. Review and input prompt graduation plan information into the terminal for migrant students grades 9-
12 to accurately provide District-aligned credit recovery and other academic interventions that ensures
on-time graduation and post-secondary college enrollment or job training programs.
29. Provide the Migrant Coordinator with student progress updates of all assigned high school students as
requested and is necessary for the end-of-the-year migrant program evaluation.
30. Input correct and current assessment data of designated vertical team campuses for the purpose of the
provision of District-aligned migrant supplemental academic support towards the on-time graduation
of migrant students.
31. Fully follow requirements concerning the TXNGS security and confidential integrity of migrant
student record data entry, maintenance, and transference in compliance with the Family Educational
Rights Privacy Act of 1974 (FERPA) and the Texas Education Agency NGS Manual.
32. Run the Priority for Services (PFS) Report for each assigned campus/vertical team on the 15th of every
school month for the purpose of distributing electronically to each campus as per TXNGS manual
requirements.
33. Confer with and provide proper information to assigned part-time support staff for the provision of
supplemental services aimed at recovery of missing credits and partial grades consolidation for the
purpose of on-time graduation of assigned migrant students.
34. Follow McAllen ISD customer service standards.
35. Perform other job duties as assigned by immediate supervisor (primary evaluator) following funding
source guidelines.
