Is serving as an IT Analyst/Agile Scrum Master, Project Manager within a dedicated Software Application Development organization producing mission-critical software for State Agencies, using the latest industry leading development methodologies, for you? Then the Division of Technology Services (DTS) has a great position for you serving the Utah Department of Corrections (UDC) and the Board of Pardons and Parole (BOPP).
 
The position serves as the Information Analyst/Agile Scrum Master, Project Manager for one or more DevOps Teams that plan, produce and maintain large, complex systems and their functions. The position participates in the overall leadership of the DTS Unit’s Application Development Agile Release Train, interacts and coordinates with Agency Product Managers, Product Owners, Business Analysts, and other cross-functional Technical groups. The Teams include IT Analyst IIIs and IIs, Database Administrators, Internal Test Technicians, System Administrators and peripheral technical groups.
 
The position is classified as an Information Analyst II. It requires knowledge, skills, abilities and direct experience with computer systems, platforms, application development processes, systems analysis, project management practices and tools, and a high level of interpersonal, facilitation and collaboration skills and experience working within cross-functional teams.
 
The application environment is a JAVA-based web platform, and the SDLC process resides within the Scaled Agile Framework for enterprises (SAFe) model.

Primary Duties:

Serves on the Scrum Team that manages the Agile Release Train (ART) DevOps teams for the SAFe software development operation. Applies, manages and adheres to software development practices defined in several operational documents including, but not limited to, the Software Development Methodology (SDLC) Roadmap, Software Development Methodology (SDM), Software Project Responsibilities and Status Report Instructions. Project Manages assigned projects, facilitate and coordinate with assigned DevOps team(s) and provide system analysis expertise leveraging provided resources and training, engaging with agency business groups, external and/or internal DTS platform or website development, infrastructure or desktop support groups, and/or contracted vendors, to achieve defined and often innovative IT solutions.  Lead assigned Agile DevOps Team(s) and Projects that consistently produce, deliver and maintain: Quarterly plans that deliver with a team Program Predictability Measure (PPM) within 80% - 100%.Product specifications, including official revisions, aligned with the defined and approved Minimum Viable Product (MVP). Software Applications and/or Features that meet system specifications, including official revisions, and standards.Projects are delivered within a single month’s variance of the estimated target release date.Products that meet DTS and Unit technical, security and regulatory standards.Consistent, clear, concise and transparent communication and collaboration with and to all cross-functional team members and members of management.Accurate up-to-date Business Application inventory data.  Performs the Information Analyst/Scrum Master/Project Management duties within the ART’s SAFe Framework, to directly manage the assigned DevOps Team(s), including activities such as:Creating project documentation ensuring project scope and requirements are clearly defined and meet objectives outlined in the project charter.Managing timeboxes, dependencies, ambiguities, assignments, and analysis efforts, providing overall project management.Participation in all SAFe Ceremonies.Timely Project and Program Increment (PI) preparation and planning activities are properly completed within the defined SAFe cadence, making plans and tools ready to support the development lifecycle at the beginning of each quarter.Adequately oriented and hold accountable project participants and DevOps team members for their respective roles, responsibilities and task assignments.Creating project plans and visual aids including milestones and tasks that are maintained, made available and are the driving focus of project work. Utilizing Jira Software to track and manage all work while maintaining data integrity and making timely updates aligned with the defined SAFe methodology cadence, processes and procedures.Generation of status reports, maintaining a consistent layout with other team reports that are distributed monthly for the previous month’s work. Maintaining project status in all project management platforms and is kept current via monthly updates for the previous month’s work.Providing technical assistance to product owners to ensure applications meet their needs by eliciting, analyzing, validating, and documenting system specifications.Acting as an intermediary between programmers and information system users.Assisting developers in understanding and addressing defects.Analyzing system information flow, developing data flow diagrams, entity relationship diagrams, event tables and other analysis deliverables and/or tools.Evaluating data to identify problems and recommend solutions.Adapting systems to agency needs and interface with existing systems.Anticipating impacts of new or modified software on existing standards and systems.Recommending user-level computer system enhancements.Create and maintain system documentation and, at times, user documentation.System Analysis work is comprehensive, accurate, clear, concise and documented utilizing provided templates.Technical Design work provides confidence that technical aspects are sound, meet requirements and that time estimates are realistic.Ensures accessibility, responsive design, and security standards compliance.Communicates with product owners, product managers, technical staff, and leadership to resolve operational problems.Meetings include all needed participants ensuring business objectives and technical elements of the project/product are addressed.Meeting structures are clearly defined, scheduled, documented, reported, followed up and meet defined objectives.Conducts and skillfully facilitates meetings to accomplish objectives, build positive team collaboration and spirit.Ensures development and other task work is assigned, moves smoothly through the SDLC and progress is frequently tracked against milestone deadlines.Manages and maintains developer Work-in-Progress limits as defined by SAFe. Manages application test cycles ensuring they are scheduled, tracked, and issues are escalated and addressed efficiently and timely.Ensures training efforts are planned and prepared in advance, and delivered on time.Manage Product Delivery, Production Deployment and Post-Production Support efforts are carefully coordinated to conclusion.Keep abreast of emerging application development technologies, concepts and practices. Participate on committees addressing and reporting on development activities.Assist with updating documentation, i.e. desk aids, guidelines, manuals, etc

Remote

This position is currently a hybrid of both in-office and telework days  (two days a week in office required) . The office location is at 8523 S Redwood Road. Please note, a position's eligibility for telework is established by agency management and is subject to change at their discretion at any time and for any reason.

The candidate chosen for this position provides Development Leadership work for the following applications:
The UDC and the BOPP depend heavily on major, mission-critical software applications
for their operational and information needs. The UDC is responsible for all aspects
of adult criminal offender management from Court referrals and sentencing
investigations, through prison admission and management, education and treatment,
release preparation, supervision on probation and parole, and many administrative and
support processes. The BOPP schedules and hears offender cases for Parole and reviews
cases for Violations, as well as the Pardoning and related Expungement process.
 
The main system being supported is O-TRACK (Offender Tracking). It’s sub-modules
include: Prison Operations, Adult Probation and Parole, Community Correctional
Centers, Offender Programming, and the Board of Pardons and Parole. It interfaces
with UDOCA for Document Management. The Staff Information System, Volunteer
Tracking and other minor web-based administrative applications are also supported.
There are Public and Internal Web Sites for the UDC, the BOPP and Utah Correctional
Industries. There are numerous data service interfaces with external law enforcement
and other allied agencies. There are initiatives planned for development and access for
the use of mobile devices and other emerging technologies. Application security issues
and initiatives are part of all development work.
 
Reporting Relationships:
The Information Analyst II / Agile Scrum Master, Project Manager works under the direct supervision of an IT Manager I/Release Train Engineer. It works laterally with other Information Analyst II/Scrum Masters, Project Managers and external peer Business Analyst/Product owners.
 
The Information Analyst II/Scrum Master, Project Manager is the designated, functional leader of the assigned DevOps Team(s) that include both technical and business staff.
