The Department of Government Operations, Division of Technology Services is looking to fill a vacancy for an IT Analyst II - Web Developer which will support the Utah Department of Corrections and Board of Pardons and Parole.

This Developer position is working on a dedicated Software Applications Development Team producing mission-critical software for State Agencies, and using the latest industry leading Agile development methodologies, for you? Then the Division of Technology Services (DTS) has a great position for you serving the Utah Department of Corrections (UDC) and the Board of Pardons and Parole (BOPP) As a member of our team you will be
a key contributor on software application development and maintenance projects.
This position is a Java-based, Web Applications Developer that belongs to an Agile DevOps Team(s) and performs all Developer roles on large, complex system functions and products. The position is classified as an IT Analyst II. It is a junior-level position that may be supervised and mentored by other senior programmers. This position requires knowledge, skills and abilities of application coding, technical environments, development tools and typical application development processes. The environment is a JAVA-based web platform. However, the unit is sponsoring learning and skill development in newer development technologies, such as: low code/no code platforms and cloud environments. The successful candidate should expect to participate in migration to these platforms going forward.

The candidate chosen for this position provides Development work on the following applications:
The UDC and the BOPP depend heavily on major, mission-critical software applications
for their direct operational and information needs. The UDC is responsible for all aspects
of adult criminal offender management from Court referrals and sentencing
investigations, through prison admission and management, education and treatment,
release preparation, supervision on probation and parole, and many administrative and
support processes. The BOPP schedules and hears offender cases for Parole and reviews
cases for Violations, as well as the Pardoning and related Expungement process.
The main system being supported is O-TRACK (Offender Tracking). It’s sub- modules
include: Prison Operations, Adult Probation and Parole, Community Correctional
Centers, Offender Programming, and the Board of Pardons and Parole. It interfaces
with UDOCA for Document Management. The Staff Information System, Volunteer
Tracking and other minor web-based administrative applications are also supported.
There are Public and Internal Web Sites for the UDC, the BOPP and Utah Correctional
Industries. There are numerous data service interfaces with external law enforcement
and other allied agencies. There are initiatives planned for development and access for
the use of mobile devices and other emerging technologies. Application security issues
and initiatives are part of all development work.

The Ideal Candidate:
The ideal candidate works under the direct supervision of: A. an IT Manager, B. an IT Master or Architect / Engineer, or C. An other designated Supervisor. Together with the other Developers, they form a Developers Group. As a member of an assigned DevOps Team, the Developer works under the functional leadership of the DevOps Team(s) Information Analyst II/Scrum Master. All of the unit’s DevOps Teams are part of a larger organization called the Agile Release Train (ART).
 
This position is intended for a Developer with direct experience on software
development projects. The candidate will have the capacity to simultaneously handle
multiple assignments, although the normal expectation is a work in progress (WIP) concept of linear single story assignments. Must have the ability to effectively communicate about detailed requirements with business users and other technical programming staffs.

Candidates should have direct training and experience in the IT industry in a developer role that would strongly relate to the listing of the duties, knowledge, skills, abilities and experience sections of this bulletin. The applicant should provide evidence of the related experience and/or training in their application for the position.

Location: 
This position may be available for partial remote work with at least 2 days in the office. The office is located at Utah Department of Corrections BHTC Building 8523 S Redwood Road West Jordan, Utah. Please note, a position's eligibility for telework is established by agency management and is subject to change at their discretion at any time and for any reason. All remote work must be performed within Utah.

Example of Duties

Member of assigned Agile Development Team(s) :Participate in planning sessions to coordinate on development requirements,Participate in other meetings to address and report on development activities,Assess specifications and provide time estimates to complete assignments,Follow the Software Development Methodology (SDM) processes and detailed requirements, Address and enforce screen and other standards in development work. Fulfill the Developer duties on assigned product epics/features/stories,Work effectively with Information Analysts, Database Administrators, System Administrators, Internal Testers, Business Analysts, Project Managers, external technical partners and DTS Enterprise experts. Developer Duties :Follow the SDM for the development steps in the process,Use the tracking software to document the development activities and results,Use the tracking software to coordinate and assign issues with others,Perform coding tasks on application screens and their internal technical functions to ensure all the specific defined requirements have been met,* Perform coding tasks on other technical assignments (see list below),Ensure products delivered meet standards, when required,Ensure products delivered return the correct data,Ensure products delivered meet security requirements,Ensure related screens still function correctly,Ensure products delivered are complete and accurate,Prepare test scenarios and data and pre-test product to be delivered, Meet acceptable thresholds for the return of “failed” products from testing,* Other Technical assignments mentioned above:system functionalities,algorithmic calculations, notifications,database connections,intermodular micro-services, API web services,other bi-directional interfaces with other systems,websites,web forms and reports, cron schedules, security protocols and mechanisms,authentication and access elements,configuration management activities, system builds, merges, and refreshes, ongoing technical maintenance and debt resolutions, version controls and protections, Mobile Device applications, interfaces, application versions, emerging technologies. Other Duties :Assist the Developers Group to develop and improve technical expertise, methodologies and procedures,Participate in assigned Committees,Develop an institutional knowledge of agency policies and operations.Make recommendations, when appropriate, as feedback to business and technical staff on application design and function.Keep abreast of emerging technologies, tools and methods, and expand and perfect technical skills and creative abilities. Special considerations:
Direct experience employed as a programmer developing and maintaining computer software applications and programs using Java-based, Web languages, tools and technologies, including: Java, Spring, Struts, Hibernate, HTML, JPA, Javascript, JQuery, Java IDEs and related JAVA sets.  Direct participation as a principle web developer on projects building or maintaining mission-critical applications for a medium to large size private or public organizations (i.e 1,000 or more employees).  Experience with CSS, Web Services, Informix databases, SQL databases, other relational databases, Business Intelligence tools and applications, development for mobile devices, and/or other emerging technologies. Training and experience with development methods and approaches to application security. Direct experience as a web developer on systems operational within the criminal justice field (e.g. Courts, Public Safety, Local Law Enforcement, Corrections, Parole Boards, Criminal Justice Commissions, etc.) Official qualifications in the computer science field.
