JOB SUMMARY:
As part of the Human Resources (HR) administrative team, plans, implements and reviews Human Resources programs, practices and procedures. Works to ensure District compliance with state and federal statutes, policies, and regulations related to Human Resources including but not limited to the Fair Labor Standards Act, Americans with Disabilities Act, Equal Employment Opportunity Commission, Civil Rights Act, Healthy Families and Workplace Act, and Equal Pay for Equal Work Act. Responsible for designing, implementing and supervising employee recruitment strategies and efforts. Coordinates the licensed employee performance evaluation process and District induction programs. Responds to concerns involving District staff and workplace issues. Works collaboratively with colleagues throughout the District as well as community partners. Provides and/or facilitates training for District staff as needed. Continually promotes the District's mission and goals.

ESSENTIAL DUTIES AND RESPONSIBILITIES :
  • Take a leadership role in the development of talent pipelines. Assist in recruiting new staff in the District by attending job fairs, building and managing partnerships with colleges and universities, and working with Human Resources staff on innovative recruitment practices and marketing strategies. Build relationships with student teachers and interns, working toward securing their employment in the District.
  • Manage the components of the licensed employee performance evaluation process. Provide training, advice and support to school/department leaders on the evaluation activities, legal requirements, and documentation expectations. Assist in tracking evaluation progress and ensuring that all evaluation components are completed annually. Provide recommendations to Staff Development for professional development needs based on evaluation data when requested. Serve as the facilitator of the Performance Advisory School District Personnel Performance Evaluation Council. Participate as needed in annual Staff Reviews and non-renewal/dismissal processes.
  • As part of the HR administrative team, plan, create, implement, review and evaluate Human Resources policies, programs, practices and procedures. Communicate and interpret HR Operational Guidelines and District Policy to staff. Serve as a resource on employment law and HR-related industry changes and remain current on existing employment laws and changes that may impact the work of the HR Department. Identify needed changes in processes, HR Operational Guidelines and District Policy to comply with changes in state and federal laws.
  • Work with employees and supervising administrators in resolving employee conflicts and/or workplace concerns. Develop an understanding of the situation and provide guidance and support to supervising administrators regarding staff issues. Conduct employee investigations, compile a written report and provide recommendations for appropriate disciplinary action. Provide administrative support for the formal Staff Grievance process.
  • Respond to questions and concerns submitted through the District's "Let's Talk" reporting system that are routed to Human Resources.
  • Serve as the District's Americans with Disabilities Act (ADA) Compliance Officer. Ensure equal access and non-discrimination practices for all employees with disabilities in accordance with ADA requirements. Respond to all ADA requests, facilitate meetings for the interactive process when needed, and maintain accurate ADA records.
  • Directly supervise assigned Human Resources staff, including planning, assigning, and directing work, evaluating performance, and administering discipline.
  • Coordinate the exit interview survey process. Compile, analyze and disseminate survey information to school or District leadership as needed.
  • Coordinate the Teacher Induction Program and Administrator Induction Program. Ensure completion of program requirements for all participants.
  • Represent the Human Resources Department on various internal and external committees and work groups.
  • Cultivate professional and technical knowledge by attending trainings, researching/reviewing trends in education and Human Resources, establishing professional networks and participating in other growth opportunities.
  • Perform other duties as assigned.

EDUCATION, TRAINING AND EXPERIENCE:
  • Master's degree plus additional coursework required for certification or licensure. Emphasis in educational administration or human resources preferred.
  • Three to five years of administrative and supervisory experience in K-12 education. Experience as a building/district level administrator preferred.
  • Possess or be eligible for Colorado Principal or Administrator License.
  • Valid Colorado Driver's License.
  • Criminal Background Check and District Fingerprinting required.

  • Ability to manage multiple tasks with frequent interruptions and multiple priorities.
  • Ability to promote and follow Board of Education, Superintendent, building, and department policies and procedures.
  • Ability to communicate, interact, and work effectively and cooperatively with people from diverse ethnic and educational backgrounds.
  • Ability to recognize the importance of safety in the workplace, follow safety rules, practice safe work habits, utilize appropriate safety equipment, and report unsafe conditions to the appropriate administrator.
